Description

United States Army Corps of Engineers (USACE), Seattle District, Seattle, WA intends to issue a sole-source, firm-fixed price award to Institute for Environmental Health (IEH),



Institute for Environmental Health (IEH), located in Seattle, Washington IAW FAR 13.106-1(b)(1)(i). The justification for the sole source IEH is the only laboratory in the area known to be able to meet or exceed the strict nutrient reporting limits. Using IEH lab in Seattle, Washington for nutrients, metals, anion, cation, and chlorophyll for water samples is necessary to ensure that nutrient data meet the strict laboratory reporting limits required by this project without being flagged as an estimate, and also to ensure that all nutrient analysis meet the required EPA holding time of 48 hours. In addition, using IEH lab will ensure that nutrient data collected by the Seattle District are comparable and compatible to other agencies for use in long-term comparison studies that are required for this project. IEH analyzed all nutrient data for the Seattle District from 2006-2024, and has analyzed all nutrient data for the Kootenai Tribe since the early 2000' s.



This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.



Any firm that believes it can provide the stated supplies can provide supporting documents demonstrating their products capabilities and specifications. Responses received will be used for future acquisitions. Information can be sent to the Contract Specialist at tyler.j.luke@usace.army.mil. This procurement will be prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
