THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a one-time, firm fixed price contract to procure supply of blood additive solution for use in Naval Hospital Guam-Agana (NHGA) in accordance with the Federal Acquisition Regulation (FAR) 13.501(a) Sole Source/Brand Name acquisitions and FAR 13.1061(b)(1)(i), only one source being available to meet the Government’s needs, to:

The North American Industry Classification System (NAICS) code for this requirement is 621991 – Blood and Organ Banks; the business size standard is $40 million. The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.
The objective of this sole source award is to procure supply of blood additive solution for use in Naval Hospital Guam-Agana (NHGA). Blood additive solutions preserve and extend the shelf life of red blood cells and platelets. They also help maintain the quality of the blood and reduce the risk of adverse reactions. Suggested source Haemonetics Corporation is the only viable source able to meet this requirement for blood additive solution for NHGA due to the highly specialized nature of their products. Additionally, Haemonetics blood additives is a proprietary disposable set to be used solely with Haemonetics ACP 215 device. The Haemonetics 250mL Anticoagulant Citrate Phosphate Double Dextrose (CP2D) and 250mL Additive Solution Formula 3 (AS-3) nutrient solution are intended to be used only with automated apheresis devices for collecting human blood and blood components. Haemonetics is the OEM and only supplier for this requirement. There is no reasonable expectation of receiving quotes from two or more small businesses. The proposed acquisition strategy is to justify as an Other Than Full and Open procurement on a sole source basis to Haemonetics Corporation.
Delivery date: 1 April 2025
Haemonetics Corporation is the only source that can meet the Government’s minimum requirements to provide the requested blood additive solutions mentioned above at NHGA.
This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required blood additives at NHGA. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
