Description

The U.S. Embassy Kyiv, Ukraine has a requirement for a firm to repair and repaint fencing at the U.S. Embassy Kyiv Compound located at 4 Ihor Sikorsky St., Kyiv, Ukraine. This construction effort is estimated to be in the range between USD 25,000.00 and USD 100,000.00 and needs to be completed within 60 calendar days. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.



This announcement constitutes the only solicitation and offers are being requested. The solicitation number is 19UP3025Q0014 and is issued as a Request for Quotation. The solicitation/contract will include all applicable provisions and clauses.



All firms that respond to the solicitation must be technically qualified and financially responsible to perform the work. At a minimum, each offeror must meet the following requirements when submitting their quote:




  • Be able to understand written and spoken English;




  • Have an established business with a permanent address and telephone listing in Ukraine;




  • Have SAM UEI number and active SAM registration (www.sam.gov). This requirement applies to the Offeror and each subcontractor.




  • Be able to demonstrate prior construction experience with suitable references.




  • Have the necessary personnel, equipment, and financial resources available to perform the work.




  • Have all licenses and permits required by local law.




  • Meet all local insurance requirements.




  • Have the ability to obtain or to post adequate payment security, such as bonds, irrevocable letters of credit or guarantees issued by a reputable financial institution.




  • Have no adverse criminal record.




  • Have no political or business affiliation which could be considered contrary to the interests of the United States.



The Embassy intends to conduct a site-visit on July 10, 2025, at 11:00 (Kyiv local time) at 4 Ihor Sikorsky St., Kyiv, Ukraine, and all prospective offerors are invited to attend. See Section J of the attached Request for Quotation. All visitors will be provided with an opportunity to take measurements. For site-visit registration please provide your company contact information, names of visitors, and names of tools (if any- measuring tape, etc.) no later than 09:00 Kyiv local time July 9, 2025, to KyivSolicitations@state.gov.



All quotations must be prepared in English and submitted in PDF or ZIP format by e-mail on or before 10:00 (Kyiv local time) August 4, 2025, to KyivSolicitations@state.gov with subject line “Fencing Repair and Repainting at the U.S. Embassy Kyiv Compound - 19UP3025Q0014”. No quotations will be accepted after the indicated deadline.



SAM Registration:



According to FAR 4.1102 in case the amount of offer/contract action exceeds $30,000, all prospective offerors shall be registered in System for Award Management (SAM): www.sam.gov at the time an offer or quotation is submitted, during performance and through the final payment.



System updates may lag policy updates. The SAM may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services, 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies and Contracting Officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.



The U.S. Government intends to award a contract to the responsible vendor submitting an acceptable offer at the lowest price. We intend to award a purchase order based on initial quotations, without holding discussions, although we may hold discussions with vendors in the competitive range if there is a need to do so.
