Cobb County (“County” or “Owner”) is issuing this Request for Proposals ("RFP") to solicit proposals from qualified firms to provide on-demand microtransit services in the Acworth/Kennesaw/Town Center service area . Proposals shall be received before 12:00 pm on Thursday, May 28, 2026 , via the County's eProcurement Portal at https://procurement.opengov.com/portal/cobbcoga . Late Proposals will not be accepted.
Cobb Community Transit (CCT) started operations on July 10, 1989, providing service along five (5) local routes. CCT was re-branded as CobbLinc in 2016 and currently transports an average annual ridership of one (1) million, post pandemic.
In 2026, CobbLinc will celebrate 37 years of providing transit service in Cobb County. The CobbLinc system is comprised of:
CobbLinc is operated through a service agreement with a private operator providing complete fixed-route operations, paratransit operations, maintenance, safety, and customer service.
Adopted in Spring 2022, the Cobb Forward 2050: Comprehensive Transportation Plan included a recommendation to replace our three existing on-demand FLEX-zones with a single, larger On Demand Micro Transit zone. The 30-year long range plan recommends expanding the On Demand Micro Transit system across most of the county.
Cobb County’s Microtransit Pilot Project was selected for funding assistance by the Atlanta-Region Transit Link Authority (ATL) based on pre-determined criteria. Federal, state and local funding is available to fund the project for an initial two-year period.
The proposed Microtransit service will include curb-to-curb service within the Acworth/Kennesaw/Town Center service area and will connect to other transit services in Cobb County and the Atlanta region. During initial operations, the project will be closely monitored and evaluated by CobbLinc and the ATL. Based on selected key performance indicators and successful evaluation, a third year of funding may be authorized by the ATL for the Microtransit Pilot Project.
