Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on March 31, 2026 for RFP – LEAD PAINT INSPECTIONS/RISK ASSESSMENTS. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.

The County Commissioners reserve the right to reject any or all bids.

An original and five copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation:

NOTICE
The County of Westmoreland is requesting proposals for the provision of Lead Paint
Inspections/Risk Assessments. Proposal specifications are available in the Office of County Controller,
Two North Main Street, Suite 111, Greensburg PA 15601; Telephone (724) 830-3137. Persons or Firms
who obtain copies of the Request for Proposals (RFP) will be included on the Official RFP Distribution
List, and will be required to give an address, telephone and FAX number and e-mail address at which they
can be contacted to receive Addenda or Notices relating to the submission of proposals.
Sealed proposals will be received in the office of the Westmoreland County Controller until 2:00
P.M. Tuesday, March 31, 2026 and publicly opened approximately 15 minutes later in the Commissioners'
Conference Room #101 in the offices of the Westmoreland County Commissioners. Late proposals will
NOT be accepted or considered. The County Commissioners reserve the right to reject, in whole or in part,
any or all proposals received, and further reserve the right to negotiate the final contract terms, including
cost, subsequent to the submission of sealed proposals.
OBJECTIVE
The County of Westmoreland, through its Community Development Division, (the County) solicits and
requests proposals ("the Proposal") from qualified organizations ("the Firm") to provide Lead Paint
Inspections/Risk Assessments and Clearance Examination services, as well as Healthy Home
Assessments, for residential housing units participating in the County’s Lead-Based Paint Hazard
Control and Healthy Homes Program.
The County anticipates the need for:
Lead Paint Inspection/Risk Assessments for approximately 185 residential housing units
Clearance Examination services for approximately 175 residential housing units undergoing
lead hazard control.
Healthy Home Assessments for approximately 75 residential housing units
The intent of this Request for Proposals (RFP) is to define the general specifications for the professional
services required by the County and to set guidelines for selection.
The purpose of this RFP is to solicit meaningful Proposals so that the County may select from among a
range of proposals, which best meets its needs and requirements. It is further desired that the solicitation
process will ensure competitive pricing. The County intends to hire more than one Firm to complete the
services outlined in this Proposal. Although the County may be contracting with more than one Firm,
once a Firm is assigned a housing unit, the County’s intent is to keep that Firm assigned to that property
through completion, but reserves the right to switch Firms as determined by the County. The County
desires to enter into a contract with more than one Firm(s) that exhibits a proven track record and
demonstrated success in undertaking these types of project related services and administration. The
Firm(s) must be willing to work County-wide.
INTRODUCTION
The Westmoreland County Lead Based Paint and Healthy Homes Program is funded through a
combination of HUD Office of Lead Hazard Control and Healthy Homes grant funding and
Pennsylvania Department of Health appropriated federal funds of the Federal State and Local Fiscal
Recovery Fund (SLFRP1746). Services awarded under this RFP are initially funded through these
sources. The County anticipates the possibility of additional funding sources becoming available during
the contract period and reserves the right to expand services or authorize additional work under the same
contract, subject to funding availability, applicable program requirements, and mutual agreement.
Westmoreland County was awarded a $5 million Lead Hazard Reduction grant to perform lead paint
abatement and remediation in approximately 144 homes over 48 months. An additional
$700,000 was awarded to perform Healthy Home Assessments and repairs in approximately 70
of the homes where lead paint abatement and remediation will be performed.
In addition, the Program received Pennsylvania Department of Health (PA DOH) funding in the amount
of $600,000 to perform lead paint abatement and remediation in approximately 30 residential housing
units.
All PA DOH-funded activities shall follow the same guidelines, requirements, standards, and protocols
as the HUD Lead Hazard Control grant, including all applicable HUD, EPA, PA DOH, state, and local
regulations.
The County hereby solicits and requests proposals for two types of assessments. The Firm will be
responsible for providing Lead Paint Inspection/Risk Assessments (LIRA) services for approximately
185 residential housing units, including Clearance Examination for approximately 175 residential
housing units, and Healthy Home Assessments for approximately 75 of those residential housing units.
Lead Paint Inspection/Risk Assessments Including Clearance Examination
The Firm will be responsible for providing Lead Paint Inspection/Risk Assessments services for
approximately 185 residential housing units including Clearance Examination for approximately 175
residential housing units. These units will be located throughout Westmoreland County and will be a
combination of owner-occupied and rental units. Housing units to undergo grant-funded Lead Paint
Inspection/Risk Assessments and Clearance Examination will be identified through grant partners
or staff throughout the duration of the grant and assigned to the Firm over the course of the grant. A
maximum of 24-hour turn-around time for all Clearance Examination samples is required, unless
specifically authorized by a County representative to allow for a slower delivery. Firms should
be prepared to complete soil testing and water testing. Services will be needed and will be assigned by
staff on a per-unit basis around the first quarter of 2026 through the first quarter of 2030 at the latest,
though the frequency of assignments may vary and could end before 2030, if the program meets its
targets for inspections ahead of schedule.
Healthy Home Assessments
The firm will be responsible for providing Healthy Home Assessments services for approximately 75
residential housing units. Healthy Home assessments will only be completed in units undergoing lead
hazard control work. The County will determine which units will receive a Healthy Home Assessment.
In addition, the Firm's staff conducting these assessments will be required to attend a Healthy Homes
training if they were not previously certified. The Firm is responsible for sending all the necessary staff
to attend the training. Training will be at no cost to the Firm. The Firm will be responsible for any
necessary associated travel costs.
The Healthy Homes Rating System (HHRS) is a system that rates 29 health and safety hazards for the
potential to harm residents. The HHRS provides an analysis of how hazardous a dwelling is and provides
statistical information to assist assessors in considering the effect on occupant health of any hazards in
the property. More information on the HHRS can be found on HUD's website:

Healthy Homes inspectors are no longer required to "rate" hazards and use the HHRS, however,
understanding of the 29 hazards and the ability to identify hazardous conditions in the homes are a
crucial piece to the healthy homes inspections.
Firms are expected to complete the Healthy Homes Assessments at the same time as the Lead Paint
Inspection/Risk Assessment.
Firms will be required to complete Healthy Home Assessments in approximately 75 units and provide
a report, including a list of all health/safety hazards, which must correspond with one or more of the
29 hazards.
Accordingly, the County invites Firms to submit documentation of the qualifications and expertise they
would utilize to perform the requested tasks. This information, as well as other information provided to
the County in response to this RFP, will serve as the basis for selection and negotiations.
SCOPE OF WORK REQUESTED
The County reserves the right to contract with more than one Firm to complete the services outlined in
this RFP. Although the County reserves the right to contract with more than one Firm, once a Firm is
assigned a housing unit, the County’s intent is to keep that Firm on that property through completion.
The Firm(s) selected as a result of this RFP process shall be expected to provide the following
services, including, but not be limited to:
l. Conduct approximately one hundred and eighty-five (185) combination paint inspection/risk
assessments, including a full report and a minimum of the following testing methods: X-Ray
Fluoresce Readings, Dust Samples and Soil Samples for all properties that are identified as Lead
Hazard Reduction Demonstration Grant program participants.
All applicable HUD, EPA, State, local and other appropriate regulations and guidelines must be
followed, including HUD Office of Lead Hazard Control and Healthy Homes and local
Program policies. STANDARD LEAD INSPECTIONS THAT MEET HUD GUIDELINES
ARE NOT SUFFICIENT TO MEET THE NEEDS OF THIS PROGRAM. Some examples
of OLHCHH and local requirements in addition to standard HUD guidelines include:
a) Photos of all LBP components, labeled by room and side.
b) Chart giving interim control AND abatement method to correct each hazard.
c) XRF testing (interior AND exterior) and photos of all lead positive windows.
d) Floor Plan Sketch with labeled windows.
e) Dust testing of basement and porch floors.
f) List of Exceptions (give reason why something was not XRF tested).
g) List of Assumptions and Reasoning (list reason assumed and based on what other
XRF reading).
2. Conduct approximately seventy-five (75) Healthy Home Assessments in homes where Lead
Paint Inspection/Risk Assessment services have been scheduled. It is expected that the firm
will complete both the Healthy Home Assessment and the Lead Paint Inspection/Risk
Assessment at the same time.
3. Conduct approximately one hundred seventy-five (175) post-abatement visual and
environmental clearance examinations for lead hazard control work completed. All applicable
HUD, EPA, State, Local and other appropriate regulations and guidelines must be followed;
4. The laboratory used for analysis of samples must be accredited by the National Lead Laboratory
Accreditation Program (NLLAP) and meet any appropriate state and local regulations;
