Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on March 31, 2026 for RFP – RADON TESTING AND REMEDIATION SERVICES. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners’ Meeting Room #101.

The County Commissioners reserve the right to reject any or all bids.

An original and five copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder’s name and address and the designation:

NOTICE
The County of Westmoreland is requesting proposals for the provision of Radon Testing and
Remediation Services as part of the Westmoreland County Lead Based Paint and Healthy Homes
Program. Proposal specifications are available in the Office of County Controller, Two North Main
Street, Suite 111, Greensburg PA 15601; Telephone (724) 830-3137.
Sealed proposals will be received in the office of the Westmoreland County Controller until 2:00
P.M. Tuesday, March 31, 2026, and publicly opened approximately 15 minutes later in the
Commissioners' Conference Room #101 in the offices of the Westmoreland County Commissioners. Late
proposals will NOT be accepted or considered. The County Commissioners reserve the right to reject, in
whole or in part, any or all proposals received, and further reserve the right to negotiate the final contract
terms, including cost, subsequent to the submission of sealed proposals.
OBJECTIVE
The County of Westmoreland hereby solicits and requests proposals from qualified Contractors to
provide radon diagnostic testing and remediation services for residential properties throughout
Westmoreland County. The intent of this Request for Proposals (RFP) is to identify a pool of
qualified Contractors able to provide radon testing and remediation services as part of the
Westmoreland County Lead Based Paint and Healthy Homes Program (“the Program”). The selected
contractor(s) shall provide radon testing services and, when necessary, radon remediation services
for an average of forty (40) homes per year over a four (4) year term. Respondents are not required
to submit proposals for both Radon Testing and Radon Remediation services. Contractors may elect
to submit a proposal for either service individually or for both services.
To be considered qualified, a Contractor must meet all radon certification requirements established
by the Pennsylvania Department of Environmental Protection (DEP). Contractors must demonstrate
the following:
DEP approved certification in radon testing, lab, and remediation through a recognized
Organization (e.g., National Radon Proficiency Program (NRPP) or National Radon
Safety Board (NRSB).
Compliance with PA Radon Remediation Standards, EPA guidelines for radon
and ANSI/AARST standards.
Experience with radon services in residential properties, preferably within urban areas
Ability to manage testing, lab process and remediation for multiple properties simultaneously.
Westmoreland County will only consider Proposals from Contractors that have all the above valid
certifications. Contractors must maintain all required certifications throughout the course of
providing the Services and submit updated certifications to the County throughout the course of the
engagement.
Contractors that repeatedly decline assignments, do not complete the Services on a unit within the
agreed upon time frame, do not perform Services in a quality manner, do not maintain good
relationships with program partners and participants, do not perform according to County
expectations and standards, or generally do not meet expectations may be assigned fewer units or
have the contract terminated.
The pool of Contractors will not remain static during the time of the grant. Westmoreland County
reserves the right to add Contractors to the pool on either probationary or permanent status
throughout the duration of the Program and to issue additional Requests for Proposals throughout the
duration of the Program. ANY CONTRACT AWARDED WILL BE A NON-EXCLUSIVE
CONTRACT.
Final responsibility for the selection of Contractors rests with the County of Westmoreland. The
Contractors will be engaged to undertake the requirements of the radon testing and remediation
services, and a contract will be reached on the project strategy, schedule, and other related matters
once the Contractors have been selected.
PROJECT OVERVIEW
The Program is funded under a HUD Office of Healthy Homes and Lead Hazard Control grant. The
$5 million Lead Hazard Reduction grant was awarded to Westmoreland County to perform Lead
Hazard Control in an estimated 144 homes. An additional $700,000 was awarded to implement
Healthy Homes Interventions in these same homes, addressing home health and safety issues
including radon testing and remediation.
The aim of this project is to ensure safe radon levels in residential properties under our Lead Hazard
Control Program. This RFP seeks Contractors with demonstrated expertise in radon testing and
remediation to provide accurate assessments and effective solutions that meet all applicable
standards and guidelines.
Units assisted under the Program will include both homeowner occupied and privately-owned rental
properties throughout Westmoreland County. Contractors must be willing to work County-wide.
Because the Services require involvement with tenants, landlords, and homeowners, including
entering private residences, a high level of professionalism is required. While performing the
Services, the Contractor and its employees are required to always act in a professional manner.
If selected, the Contractor will be required to comply with prompt timelines for completing all work
assigned, as stated in the contract. The Contractor shall maintain excellent communications with the
Program’s staff.
The Contractor(s) must perform all Services in accordance with all applicable federal, state, and
local laws and regulations and Program guidelines.
SCOPE OF SERVICES
The selected Contractor(s) will be responsible for:
Radon Testing:
1. Perform radon testing within 10 calendar days of request from Westmoreland County.
The Contractor will contact the homeowner within 48 hours to make arrangements for
radon testing.
The Contractor shall notify Westmoreland County Lead Safe staff if the
homeowner is not reachable, and if the Contractor is unsuccessful at scheduling
the testing appointment.
2. Radon testing report must be received within 10 business days of test completion.
The Radon testing report must include the following:
o List the type of test used for detection.
o Test device (Mfg. Make & Model), device serial number, analysis laboratory
used if applicable (Laboratory Name and PA License number), test start and
end dates and times, device placed and retrieved by (name signature, and PA
License #), testing conditions (was the testing duration at least 48 hours of
usable data, was a remediation system present, were there severe weather
conditions, was there any interference/tampering observed, and were there any
permanent vents observed that allowed outdoor air into the residence), and
recommended actions (if testing results are 4.0 pCi/L or greater remediation
must be recommended).
Floor Plans and/or Property Sketch
Locations of all exterior walls, windows, and doors. Annotate the direction of
north or the front of the building.
Factors that may affect the measurement, including but not limited to
crawlspace vents, sump pumps, fireplaces, combustive appliances, floor drains,
furnaces, dryers, water heaters and remediation systems.
Include measurements in inches (to the nearest inch) from the testing device to
two separate walls.
Current room use (e.g., family room, bedroom, unfinished basement, playroom).
Address
Licensee name, PA license number, licensee signature and date.
Hourly CRM readings in pCi/L (must be in the report or attached to the report).
3. Perform post remediation testing on units where radon remediation has been completed
within 48 hours of request from the remediation Contractor and provide the report to
County within 10 calendar days of completion of the post remediation test being
completed.
4. Post Remediation Radon Testing Report should be emailed to the County in PDF format.
