Scope of Services
In compliance with the Consultants’ Competitive Negotiation Act, Section 287.055, Florida Statutes, the City of Sanford (“City”) issues this Request for Statements of Qualifications (“RFQ”) to solicit Statements of Qualifications (“Qualification Package”) from those entities interested in providing design build
services (“Vendors”) for the design and construction of improvements to the Main Water Treatment Plant (“Project”). The goal of the Project is to remove various contaminates including 1,4 Dioxane, and PFASs. The Project will be funded through a State of Florida Revolving Fund loan. As provided in the Technical Requirements section of this RFQ, this is a multi-phase Project, and the award is contingent on the City obtaining sufficient funding. The estimated budget for both phases of the Project is $48.5 million. At the
time this RFQ is issued, the City has not secured all of this funding. All aspects of this RFQ, including initial screening, ranking, final ranking, and contract negotiations, will be in accordance with the Consultants’ Competitive Negotiation Act, Section 287.055, Florida Statutes. Consistent with the Consultants’ Competitive Negotiation Act, Section 287.055, Florida Statutes, during the competitive negotiations phase, the selected Vendor will establish a guaranteed maximum price and a guaranteed completion date.
