Description

The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), the NOAA Ship Henry Bigelow is requesting Certified Electrical Engineer Technician to conduct upgrades to distribution board/switch board panels onto two Propulsion Drive Field Excitation and one Emergency Diesel Generator; this shall be in coordination with the American Bureau of Shipping (ABS) onboard the ship. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Infinity Electrical Mechanical Automation LLC as a follow-on contract, under the authority of FAR 13.106-1(b)(1)(i). On Sept 12, 2024 the ship had a CAT I CASREP for issues with the #1 propulsion drive. A task order was issue and Infinity EMA service was the subcontractor of ECS to attend and troubleshoot the propulsion drive issues. One of the issues found by Infinity Electrical Mechanical Automation LLC was on the #1 motor field circuit breaker and the contractor completed temporary repairs to the field circuit breaker however the contractor also identified additional repairs with the field circuit breakers and the emergency diesel generator circuit breaker during the attendance. To correct the issues, the contractor identified upgrades to the legacy circuit breakers that require supported Eaton circuit breakers and modification to the switchboards. Theses repairs could not be corrected at the time as the circuit breakers are no longer supported by EATON and the fact the ship needed to continue on Scientific Mission across the Atlantic. Therefore, these repairs were to be scheduled once the ship comes on port during the repair period.



EATON is the original equipment manufacturer of these breaker and switchboards and in order to maintain reliability, quality and warranty and ABS certification it is best to keep the same OEM for the modification of these equipment. Furthermore, Infinity Electrical Mechanical Automation LLC is an authorized dealer of Eaton and is a subject matter expert on the main and emergency switchboards. In additions all these repairs will be done in coordination with ABS which the vendor has prior experience and knowledge based on past work performed.



There might be other vendors, contractors and or OEM that can do these repairs, however this is a follow-on contract to the previous work performed and for simplicity, cost effectiveness and time frame it is best to move forward with this contract in order for the next sailing mission.



This is not a solicitation for competitive quotes. However, if any interested party that can Replace (2) 60A propulsion drive field excitation circuit breakers and (1) 400A EDG circuit breaker per reference with updated, reliable, and supported Eaton circuit breakers and are authorized dealer, seller and distributor by the OEM, without delaying or adding additional mark ups or compromising any warranties, may submit a statement of capabilities, which if in timely received, may be considered by NOAA, OMAO.



A statement of capabilities shall include the detailed of a ROV Stabilizer and Tagline Hook assemblies, OEM authorization letter, and a price list, this shall be received by 5:00pm EST on Friday, November 08, 2024 at 5pm ET. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.



Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of these parts. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement. Capability statements and related materials must be e-mailed by 5:00pm EST on November 08, 2024 to alexander.cancela@noaa.gov.
