7A21 - GreyNoise License

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511, intends to negotiate a Firm-Fixed-Price (FFP) Purchase Order using the policies and procedures under Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13.

This notice is a request for competitive quotations with a brand-name restriction under solicitation no. N0018925Q0368, which is for the procurement of license renewals of the GreyNoise software suite in support of the Navy Cyber Defense Operations Command (NCDOC). The required delivery date for all licenses is 11 August 2025 with a one-year coverage period of 12 August 2025 - 11 August 2026.

All details of this solicitation, including part numbers, quantities, clauses, etc., are provided in the attached RFQ. Please refer to the FAR 52.212-1 Addendum and FAR 52.212-2 clauses included in the attached RFQ for quote submission instructions and the required content for all quotes. All submissions shall include a current authorized reseller certification, or an equivalent certification/verification thereof, for all quoted GreyNoise brand-name items. Please see the attached Brand-Name Justification (BNJ) for additional details.

The North American Industry Classification System (NAICS) code for this acquisition is 541519 - Other Computer Related Services, with a Small Business Association (SBA) Size Standard of 150 Employees. The Federal Supply Classification (FSC) code for this acquisition is 7A21 - IT Telecom - Business Application Software (Perpetual License Software).

By submitting a quote, the vendor is self-certifying that they are not currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to consider the offer for award. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make the contractor ineligible for award.
