NOTICE TO BIDDERS
The City of Melbourne will receive sealed bids for the construction of the Apron Expansion project at the Melbourne Municipal Airport – John E. Miller Field. All bids will be received until 12:00 pm local time on Wednesday, June 3, 2026 at the office of Michael Baker International, 101 South Spring St, Suite 100, Little Rock, AR 72201. At which time and place the bids shall be publicly opened and read aloud. Bids received after 12:00 pm will not be accepted.
The work is generally described as follows:
Project includes construction of an apron expansion.
Bid security in the form of a bid bond, certified check, or other negotiable instrument equivalent to five percent (5%) of the total bid is required and shall be made payable to the City of Melbourne. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of sixty (60) days.

Bid documents (plans, specifications, bid forms, and other contract documents) may be viewed and/or purchased at http://capitolblueplanroom.com . An order for copies of the bid documents may be placed once login information is created. Additional technical assistance is provided by Capitol Imaging (501-376-2446). When placing an order at the above website for copies of the Plans and “Contract Documents and Specifications”, please indicate whether they will be secured by pick-up from Capitol Imaging (11223 Otter Creek East Blvd, Mabelvale, Arkansas 72103), or the method by which they should be shipped. NO REFUND of payment will be made and no partial sets will be issued. Price for documents is available at http://capitolblueplanroom.com .
The Bidder (Proposer) must supply all the information required by the bid or proposal form.
This project will be partially funded using federal assistance. Certain mandatory federal contract provisions apply to this solicitation and will be made a part of any contract awarded, to include those provisions included by reference below:

Other federal provisions in the contract documents include, but are not limited to the following:
Affirmative Action Requirement: 1. The Offeror’s or Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the contract documents. 2. The goals and timetables for minority and female participation, expressed in percentage terms for the contractor’s aggregate workforce in each trade on all construction work in the covered area, are as follows:
Goals for minority participation: 16.4%
Goals for female participation in each trade: 6.9%
Civil Rights – Title VI Assurance: The City of Melbourne, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The City of Melbourne reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.
