Specific requirements include -



Require in-depth analysis provided by independent, unbiased legislative research analysts on the implications of all aspects of legislation.



We require authoritative legislative information, legislative tracking, and in-depth analysis including the following required by Library customers:




  • real time availability of legislative activities;

  • daily morning email alerts on the status of legislation and notice about upcoming Congressional hearings;

  • transcripts of testimony by key federal officials delivered rapidly;

  • specialized reports;

  • in-depth analysis of all major legislation;

  • legal alert tracking of new and pending legislation;

  • comprehensive summaries of full and subcommittee markups;

  • political news and analysis;

  • ongoing tracking of appropriation issues; and

  • a collection of Congressional Research Service (CRS) reports





The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price award to CQ Roll Call, Inc. for online access to its database services – i.e. CQ Roll Call content services. The period of performance for this requirement shall be for twelve (12) months from the effective date of the award. No competition is being sought unless/until another source is identified. These library service subscriptions are unique to CQ Roll Call.

HECSA Library intends to renew access to CQ Roll Call content services. CQ Roll Call is a key legislative database for online information used by USACE decision makers including experts in budget, appropriations, planning, and multiple areas of law because it provides information – news articles and specialized reports – which other systems do not. CQ's analysis appears alongside the actual legislative document text which means users do not have to attempt to follow legislation in multiple products – a feature not available in other known sources. The primary use of the product within HQUSACE is for legislative tracking. CQ's tracking tools are more numerous and diverse than other sources on the market. USACE needs the analysis provided by CQ’s independent, unbiased legislative research analysts on the implications of all aspects of legislation. Without this capability in a single resource, HECSA Library would have to subscribe to multiple news and data providers to give users the same level of content.





This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price award to CQ Roll Call Subscription.
