This contract action was not available for competition and as such was awarded on a sole source basis. The supporting rationale is as follows. Pennsylvania Department of Military and Veteran Affairs (DMVA) (Commonwealth of Pennsylvania) awarded a contract to Williams Scotsman Inc., to provide refrigeration containers on site at Fort Indiantown Gap in support of a renovation construction contract to the Troop Issue Subsistence Activities (TISA) warehouse. This warehouse is used to store and distribute rations for units training on Fort Indiantown Gap and outlying locations. However, the state refrigerated storage contract in support of the ongoing renovation construction contract only provided for temporary support. The state contract did not allow for ongoing support of food storage and handling operations. Refrigeration containers are an ongoing need to support the Pennsylvania National Guard for the renovation contract.
The refrigerated containers currently onsite are already hooked to the Fort Indiantown Gap power grid and filled with fresh and frozen food products. Therefore, making an award a sole basis was in the best interest of the Government. Any service interruption would have had a negative impact on the feeding of Soldiers and to training operations and risk the loss of a substantial amount of frozen and refrigerated food.
