RFP 25-0030 Outfall C to B Geotechnical Investigation

The City of Prince Rupert is seeking proposals from qualified proponents  in response to this request for proposalsfor the provision of Services to be carried out within the required schedule set out herein for Geotechnical Engineering Services for the City Outfall C to B Rerouting.  The Geotechnical Evaluation and report drafting is anticipated to be completed before the end of November 2025

Scope is for geotechnical engineering services to complete a geotechnical investigation for the sanitary sewer realignment from Outfall C to Outfall B as shown in the provided preliminary design drawings (Appendix B). The drawings show the preliminary plan and profile alignment for the proposed sewer. Geotechnical investigation to be for the entire alignment to inform the civil sewer design and construction.
Geotechnical scope to include:Desktop review        Complete a desktop review of the proposed alignment.                Complete a site visit to review and assess access and borehole locations.                Develop a site investigation work plan.                        Site Investigation        Provide support to the City during coordination with CN and obtain the work on railway right-of-way permit to meet CN requirements, including drafting and issuing the permit documents.                 Access the site and perform geotechnical drilling, geophysics, and laboratory testing as per the work plan.                Coordinate with Civil design team to verify understanding of design intent.                         Reporting        Prepare a technical report outlining                 Findings of the site investigation                        Recommendations on general construction methodology, and civil engineering design.                        Recommendations for CN Crossing construction methodologies.                                                The proposed deadlines for key aspects of this Project are as follows (as may be amended by the City at its discretion):Work ItemDescriptionDeliverable Date1Award and Notice to Proceed September 20252Geotechnical drilling, geophysics, and laboratory testingOctober 20253Geotechnical Report IssuanceDecember 2025 Proposals must be received by 2:00 PM on August 22, 2025 (Closing) through the BCBid submission platform.
