Project Description: Lake Winola Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
WASTEWATER TREATMENT PLANT FACILITY UPGRADE
CONTRACT 23 – STRUCTURAL/ MECHANICAL
CONTRACT 24 – ELECTRICAL WORK
Contracts Nos. 23 and 24 consists of reconditioning two existing wastewater treatment lagoons, including new liners, and new underdrains; the replacement of the above water aeration pipe and the reuse of the below water tubing; construction of a new SAGR system, submersible pump station, several small tanks and chambers, construction of a new Soda Ash/Blower Building; construction of two underground process tanks and construction of a Filter/UV Building. The project will include retaining walls, cut and fill earth moving, pipes and valves, along with related equipment.
Bids will be received online via the PennBid Program and all documents and solicitation details are available at no cost at https://pennbid.procureware.com. Documents will be available on or after April 1, 2025 and a pre-bid meeting will be held on Wednesday, April 16, 2025 at 10:00 AM at the Lake Winola Municipal Authority’s Wastewater Treatment Plant – 135 Hug Lane, Factoryville, PA 18419. To arrange a site visit, prospective Bidders may contact John Manglaviti at 570-881-3948 - mangohvac@epix.net. The last day for questions regarding the project or to make a site visit is May 5, 2025. Bids are due on Wednesday, May 14, 2025 at 11:00 AM Eastern time on line PennBid.
A Bid Bond drawn to the order of the Lake Winola in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security.
This project was financed in part by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority – COVID-19 ARPA H2O PA and financed in part by a grant/loan under the administration of the Commonwealth of Pennsylvania -Pennsylvania Infrastructure Investment Authority - PennVEST
This project is requiring all contractors to demonstrate compliance with federal Executive Order 11625, 12138, and 12432 and EPA Regulations at CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
PA Wage rates, PA Steel Act, DBE searches, Equal Opportunity Clause (41 CFR 60-1.4(b), and Nondiscrimination/Sexual Harassment requirements also apply to this project. A contract will not be awarded to any firm that is suspended or debarred by the Commonwealth of Pennsylvania or the federal government.
