Project Description: The Port Royal Municipal Authority (PRMA – OWNER) will receive sealed bids for the General Construction of 1st Street Pump Station and Bergstresser WWTP Upgrades (GC PROJECT) and Electrical Construction of the Associated Features of the 1st Street Pump Station and Bergstresser WWTP Upgrades (EC Project) as defined in the Contract Documents and other associated parts of the work.
The General Construction Project is generally described as:
• Construction of a new oversized Wet Well for the 1st Street Pump Station
• Construction of a new Vertical Screen at the 1st Street Pump Station
• Installation of 3 new Raw Sewage Pumps at the 1st Street Pump Station
• Demolition of the existing 1st Street Pump Station and Wet Well
• Construction of new forcemains from the 3rd Street Pump Station to the 1st Street Pump Station and from the 1st Street Pump Station to the Bergstresser WWTP (a total of 850 feet of 3-inch line and 900 feet of 8-inch line)
• Construction of a new Waste Sludge and Decant Valve Vault
• Construction of a new Ultraviolet Disinfection Facility and Pole Building
• Demolition of the existing Chlorine Contact Tank
• Construction of a new Effluent Meter Pit, Composite Sampler and associated systems
• Demolition of the existing Sanitary Sewer Overflow
and, as indicated in the Contract Documents.
The Electrical Construction Project is generally described as:
• Construction of Emergency Generator, Automatic Transfer Switch and associated switchgear complete in all regards at the 1st Street Pump Station
• Connections of the 1st Street Pump Control Panel and Vertical Screen Control Panel
• Connection of the 3rd Street Pump Control Panel, Decant Motor Operated Valves, Ultraviolet Disinfection System Control Panel and Effluent Meter/Effluent Composite Sampler Panel from the existing Motor Control Center at the Bergstresser WWTP
Procedures for submitting bids and other pertinent information are contained in the Instructions to Bidders and other contract documents. The OWNER reserves the right to reject any or all bids, to waive any bid irregularities, and to negotiate contract amounts. Bids can be held for up to 60 days by OWNER and that time can be extended by PA Law if it is to allow the closing of project funding. This project is funded by Pennsylvania’s State Revolving Fund (known as PennVEST) and is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Compliance with the procurement requirements will be strictly enforced.
Sealed bids must be submitted electronically via the PennBid portal at https://pennbid.bonfirehub.com until 4:00 p.m., local prevailing time, on Thursday, April 29, 2025. The bids will be opened publicly and read aloud at 4:15 p.m., local prevailing time, on the same day.
A certified check or bank draft payable to the Port Royal Municipal Authority or a satisfactory Bid Bond executed by the Bidder will serve as an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid. Bid security and a fully completed Non-Collusion affidavit shall be submitted with each bid.

There will be an optional Pre-Bid Meeting at 10:00 AM on Thursday, April 10, 2025 at the office of the Owner.
All questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid no later than seven (7) days prior to the date for receipt of bids. Questions requiring a response will be issued by Addenda posted within PennBid’s Public Notices and “Supporting Documentation”. Bidders who have registered with and downloaded documents via PennBid will be notified by email when an addendum has been posted.
