Award of a firm fixed price contract will be made to Michigan State University. The anticipated contract will be firm fixed price and includes a period of performance of 18 months from date of contract award.

This Notice of Intent to award a Single Source Contract is not a request for competitive proposals. Description of the Requirement: The outflow of Lake Superior is regulated by the International Lake Superior Board of Control. The board is a binational organization consisting of members from the United States Army Corps of Engineers and Canadian technical agencies. The Board of Control uses a regulation plan to determine the outflow from the lake each month. The contractor will develop a physical model that will be crucial for validating the Computational Fluid Dynamics model due to the challenges of obtaining sufficient field data. The project will involve constructing a CFD model of the Compensating Works, in collaboration with the government, to determine discharge through individual gates at varying openings and water levels. Additionally, the contractor will develop a methodology to compute the 95% confidence interval for discharge, ensuring the reliability of the developed rating curves.
