Description:

The Department of Parks and Recreation (DPR) Sierra District needs the following:

Chemical toilet rental and/or services at various State Park units including Kings Beach State Recreation Area in Placer County.

License required: CA Motor Carrier Permit

Engineer's Estimate: $54,500.00 (this is an estimate and is not a guarantee of minimum service levels)

Contract Term: 365 Calendar Days from Notice to Proceed

Work Performance Period: 365 Calendar Days from Formal Start Work Date

Answers will be provided by Addendum on this website on Wednesday, December 3, 2025, and it is the responsibility of the bidders to download any addendum as needed.

Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation goal is 6%. THIS REQUIREMENT HAS BEEN WAIVED, but the incentive still applies. Please see DPR 479IW insert in bid booklet.

Small Business and Small Business Subcontractor Participation: A five (5%) Small Business Preference will be granted to properly certified small businesses (a completed GSPD-05-105 form must be submitted with the bid proposal).

Subject to Government Code Section 19134 - Personal services contracts entered into by a state agency in accordance with Section 19130 for persons providing janitorial and housekeeping services, custodians, food service workers, laundry workers, window cleaners, and security guard services shall include provisions for employee benefits and/or cash provisions to all covered employees as well as the 85 percent wage requirement. Bidders shall be in accordance with all sections of Government Code 19134. A Schedule of Employee Benefits Rates and Wages can be found on the CalHR website here https://www.calhr.ca.gov/state-hr-professionals/Pages/personal-services-contracts.aspx. Rate changes for benefits or wages occurring subsequent to issuance of a solicitation, but prior to the bid due date, shall be included in an addendum to the solicitation.
Any Employee Benefit or wage rate changes (as published by CalHR) shall be given effect by contract amendment. If the contract term is less than one year, the Employee Benefit rates and wages in effect at the time of the bid due date shall apply for the entire contract term. The contract may adjust the Employee Benefits and/or Cash Payment amounts in the event of an amendment to the Schedule of Employee Benefit Rates published by CalHR during the term of the contact.
Bids/Quotes
Bidders must include the following information, in addition to all other requirements specified in the solicitation:
1. The method the bidder has chosen to fulfill the Employee Benefit component of GC § 19134, either by:
a. providing Employee Benefits, or
b. providing Cash Payments, or
c. providing a combination of Employee Benefits and Cash Payments.
2. The total cost of Employee Benefits and/or Cash Payments based on the CalHR Rate Schedule in effect at the time the bids are due. For bidding purposes only, bidders may assume that the rates in effect at the time bids are due will be effective through the life of the contract, notwithstanding that the rates are in fact subject to change.
3. Before final execution of the contract, employers choosing to offer actual Employee Benefits instead of Cash Payment in lieu shall provide the names of insurance providers and terms of the coverage.
Reporting and Monthly Statements
The awarded contractor must submit monthly reports to the contracting agency during the term of the qualifying contract documenting compliance with GC Section 19134 as detailed below:
1. The number of covered employees who receive GC Section 19134 Employee Benefits and wages in the preceding month;
2. The name of the Covered Employee who received GC Section 19134 Employee Benefits and wages in the preceding month;
3. The number of hours each Covered Employee worked on the Qualifying Contract in the preceding month;
4. The amount paid to each Covered Employee for Employee Benefits and/or Cash Payments in the preceding month;
5. The hourly wage paid to each Covered Employee;
6. The total monthly cost of Employee Benefits and wages paid to each Covered Employee in the preceding month, excluding any administrative cost.
