Description

The U.S. Army Corps of Engineers, Omaha District is issuing a solicitation for the Responsible Party Oversight, Feasibility Study and Record of Decision, Libby Superfund Site, Libby, Montana. This solicitation is Unrestricted under North American Industry Classification System (NAICS) code 562910.



PROJECT LOCATION AND DESCRIPTION:



The solicitation will be executed using a Cost-Plus-Fixed-Fee pricing arrangement.



Libby is a community in northwestern Montana that is located near a large open-pit vermiculite mine (Operable Unit [OU3). Vermiculite from the mine at Libby is known to be contaminated with amphibole asbestos (tremolite-actinolite series). For the purposes of Environmental Protection Agency (EPA) investigations, this is referred to as Libby amphibole (LA) asbestos. Studies performed at OU3 have detected LA in soil, tree bark, and duff (i.e., organic litter and debris on the forest floor) in the forested areas within the current OU3 boundary and investigations have also shown LA is present in the Rainy Creek watershed. The EPA risk assessment has identified risk drivers for OU3 and a Risk Management Strategy has been developed for the site. Since 2016, the EPA has been gathering data and resolving assumptions with the Potentially Responsible Party (PRP) to move forward with evaluation of different treatment technologies to reduce exposures to LA in dirt, duff, water, sediment, and mine waste in a Feasibility Study. Since higher exposures to LA have been seen during wildfire suppression and mop up activities, the EPA also works closely with the US Forest Service, PRP, state and local partners and other stakeholders to prepare for and prevent wildfires.



The considered effort for this solicitation would be to provide responsible party oversight for completion of a PRP-led Feasibility Study and complete a Proposed Plan and Record of Decision on behalf of EPA Region 8. The Feasibility Study effort will use data previously collected to complete a detailed and complex analysis of the information produced by the PRP for identification and screening of technologies; process option evaluation; and development, screening, and detailed analysis of alternatives including cost estimating. After the Feasibility Study is released and public comment has been considered, the EPA and its partners will select a remedy for OU3. The Proposed Plan and Record of Decision will document the remedy selection.



PROJECT PERIOD OF PERFORMANCE: 36 months from date of award.
