Project Description: The WVIA is soliciting a qualified General Contractor for the construction of a new membrane roof and removal of roof top equipment. Bids must be submitted electronically via PennBid no later than 4:00 p.m. on March 10, 2026, after which bids will be opened privately, but total Lump Sum amounts will be publicly available. Prospective bidders are requested to attend a non-mandatory prebid meeting and site walkthrough on February 24, 2026, at 10:00 a.m., at 100 WVIA Way, Pittston, PA 18640. The architect will respond to bidders’ questions received until March 3, 2026.
Project consists of a new membrane roof and demolition/removal of roof top equipment involving:
1. Demolition of the existing roof membrane and insulation down to the metal deck. The existing metal copings and new roof over the lobby and employee entrance will remain. The existing drains will remain.
2. Demolition of the large satellite dish.
3. All other existing roof top equipment, satellite dishes, and antenna will be moved for reroofing operations and reinstalled on new curbs.
4. Providing new batt insulation to the parapet walls and rigid insulation on the roof.
5. Providing new EPDM membrane.
6. Providing new flashing at all existing roof penetrations.
7. Providing new drain sumps.
The project is partially funded by the Redevelopment Assistance Capital Program (RACP).
