This amendment provides the Government's consolidated responses to industry questions and extends the proposal submission due date. This extension accounts for delays in the original milestone schedule and ensures offerors have adequate time to prepare effective proposals. Unless otherwise specified, all other solicitation terms remain in full force and effect.

***Amendment 3 - Reopening of Solicitation FA930125Q0024 – Fleet Janitorial Services - Due to Government Shutdown***

This notice serves to inform all interested offerors that Solicitation FA930125Q0024, pertaining to Fleet Janitorial Services, is being reopened due to the recent government shutdown. The Government acknowledges the disruption caused by the shutdown and is providing this opportunity to ensure a fair and comprehensive competition.

To that end, the Government requests that all interested bidders resubmit the following:

• Questions: Any outstanding or new questions pertaining to the solicitation requirements.


• Proposals: Complete proposal submissions, reflecting any revisions or updates deemed necessary.


• Site Visit Requests: Requests for site visits, allowing for adequate planning and scheduling.

Offerors are hereby notified that the following attachments have been updated and are now available for review:

Key changes and updates are highlighted as follows:

• Attachment 5: New due date for Site visit on Slide 6. The addition of slide 19, the new CMMC requirement for award. A revised list of project milestones is provided on Slide 20. Offerors are instructed to review and incorporate these milestones into their proposed schedules.


• Attachment 1: Changes to the Performance Work Statement (PWS) are indicated by yellow highlighting on page 3. Offerors are required to carefully review these changes and ensure their proposals are responsive to the revised PWS requirements.


• Attachment 2 – Solicitation: New PoP dates, revised clauses and addition of 252.204-7021 Contractor Compliance With the Cybersecurity Maturity Model Certification Level Requirements

To ensure your continued interest and participation in this solicitation, please take note of the following:

• Proposal Submission: If you submitted a proposal in October 2025, you must resubmit your proposal in its entirety. Amendment 3 contains updated information, including a new contract award date, that must be reflected in your submission.


• Questions: If you have previously submitted questions, there is no need to resubmit them. However, we welcome any additional questions you may have.


• Site Visit: If you previously expressed interest in attending the site visit, you must resubmit your request to confirm your availability for the new date of January 14, 2026. The Government will respond appropriately and confirm receipt of all submitted site visit requests. Please allow sufficient time for processing and scheduling.

A new accessible Attachment 5 - Site Visit Slides_FA930125Q0024, both in PowerPoint and PDF have been uploaded to replace the original copy. No content changes have been to the Attachment 5.**

Combined Synopsis/Solicitation: This is a combined synopsis/solicitation for commercial items

prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) 12.6 as

supplemented with additional information included in this notice. This announcement constitutes

the only solicitation for this requirement. Quotes are being requested and an additional written

solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources

may submit a Firm-Fixed Price (FFP) quote which shall be considered by the agency. The

solicitation document and incorporated provisions and clauses are those in effect through the

FAR and Supplements, Federal Acquisition Circular (FAC) 2025-05 and DFARs Change Notice

(DPN) 20250718. NAICS is 561720 with a business size standard in

millions of dollars $22,000,000.00.

(iii) Location: Work to be completed on locations at Edwards AFB, California 93524

(iv) Full and Open Competition, Total Small Business set aside

(v) Description of items to be acquired:

Fleet services for aircraft assigned to Edwards AFB and NASA/Armstrong as well as transient aircraft traveling through the base. The services provided include: cleaning of the galley areas, removing solid waste, replenishing lavatory supplies (toilet paper, paper towels, and hand soap) and servicing/replenishing aircraft potable water system as required. Fleet service is available 24 hours a day, 7 days a week, 365 days a year as required.

(vi) The Period of Performance: This acquisition is for five (5) years, 15 December 2025 - 14 December 2030

(vii) Contract Line-Item Number (CLIN) Nomenclature and Contract Structure: The CLINs are identified in the table beginning on page 3 and continues to page 4 the Model Contract Solicitation (Standard Form 1449, hereafter referred to as “Model Contract”). The Offeror is to fill in unit price and total price for each CLIN within the Model Contract for the Base Year (CLINs 0001-0002) and the four years (CLINs 1001-4002).
