The City of Caldwell is seeking statements of qualifications to form a roster of controls engineering consultants for a variety of projects. Services will be provided on an as-needed basis under a task order process. It is estimated that the City will contract with up to five consultants selected from this Request for Qualification (RFQ). The City will, at its discretion, determine the term during which a Consulting firm will remain on the roster. Changes in a key staff at a consulting firm may be cause for reevaluation of roster status. Consultants shall hold their hourly rates for a minimum of a one year term. Annually, Consultants may submit a request to adjust hourly rates.
The City must frequently accomplish projects which require professional service fees from $25,000-$50,000, but contract amounts may be more or less. Services requiring professional fees of over $100,000 may be contracted for under this agreement, under an abbreviated qualifications process from those on the roster, or under a separate RFQ. No particular fee level is anticipated or guaranteed by this solicitation. The City may assign multiple rostered consultants to team up on some tasks. The City reserves the right to assign tasks based on its judgement of the best qualified or suited to a particular task.
The Public Works Director and his appointed committee will evaluate and score each statement submitted. The Committee will rank respondents and determine the cut-off for the roster. Interviews may or may not be held to make such a determination.
Statements of Qualification are to be received at the Caldwell Engineering Department located at 621 Cleveland Blvd , no later than Friday, January 9, 2026 , 4:00 pm local time.
The City of Caldwell reserves the right to reject any and all Consultants, to waive any irregularities in the Statements of Qualification received, and to accept the Consultants for roster that are in the best interest of the City.
All infrastructure designed will be constructed and owned by the City of Caldwell and will be required to meet all City of Caldwell and the current adopted version of the ISPWC
