VETERANS AFFAIRS SEEKING SPACE FOR CLINICAL USE
Ashtabula, OH | Pre-Solicitation Synopsis

The U.S. Department of Veterans Affairs Seeks Interest for
16,218 Rentable Square Feet / 13,815 ABOA / 12,013 Net Usable Square Feet of Community Based Outpatient Clinic Space in Ashtabula, OH.

Notice: This is a pre-solicitation notice for solicitation number 36C24424R0066, lease number 36C24425L0001. The Government expects to release a full and open competition Request for Lease Proposals (RLP) within the next 10 days. The Government will not pay for any costs incurred because of this advertisement.

Contracting Office Address: Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 1010 Delafield Road, Pittsburgh, PA 15215.

Description of Requirement: The Erie VA Medical Center, Erie, PA, intends to solicit for up to 12,013 Net Usable Square Feet (NUSF) of leased space for a Community Based Outpatient Clinic (CBOC) located within delineated area listed below. Space requirement includes a contiguous space preferably all on the first floor compliant with ADA (Americans with Disabilities Act) accessibility and VA Barrier-Free Design Standard and Architectural Barriers Act Accessibility Standards (ABAAS), meet VA Guidelines for IT security, and have no less than 75 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Space must accommodate PACT (Patient Aligned Care Team) space model https://www.cfm.va.gov/til/Prototype/CBOC/CBOCPrototype-05-Layouts.pdf . See attached Space Requirement for an estimate of needed rooms/space.

The anticipated lease will be a full-service lease, this means all utilities, taxes, security, telephone, janitorial and all-season landscape, snow removal, and any other operating and maintenance costs are included in the rental cost.

Lease Term: The anticipated lease term is a firm term of 10 years, and additional soft term of ten (10) years for a total lease term of 20 years. Soft meaning Government has the right to terminate the Lease after a specified notification time period during the soft term.

Area in and abounding the intersections of U.S. Route 20 (North Ridge Road East) and Blake Road and heading south on Blake Road to the intersections of Blake Road and State Route 84 (South Ridge Road East).

Area in and abounding the intersection of Bunker Hill Road and State Route 225 (Sanborn Road) heading north on State Route 225 (Sanborn Road) to the intersection of State Route 225 (Sanborn Road) and U.S. Route 20 (West Prospect Road).


Additional Requirements:

Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain.

If applicable, historical property should be identified for consideration.

If applicable, socioeconomic classification should be identified for consideration.

Spaces may not be considered if they have the following features:
Bifurcated sites, inclusive of parking.
The following space configurations may not be considered:Â Space with atriums or other areas interrupting contiguous space, extremely long or narrow runs of space (more than twice as long as wide), irregularly shaped space configurations or other unusual building features adversely affecting usage.
Offered space may not be considered if located in close proximity property with incompatible uses, including but not limited to the following uses: liquor establishments, treatment centers, correctional facilities, where firearms are sold/discharged, railroad tracks, or within flight paths.
Space may not be considered where apartment space or other living quarters are located within the same building.
Attention SDVOSB/VOSB:

The NAICS Code for this procurement is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $47 million. Responses to this notice will assist VA in determining if the acquisition should be set-aside for competition and restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127.

SDVOSB, VOSB, and Small Business firms are invited to provide information to confirm socio-economic status.
