This is a Pre-solicitation Notice. The U.S. Army Contracting Command – Redstone (ACC-RSA) proposes to acquire Contractor Field Service Representatives (CFSRs) in support of the H-60 Series aircraft. This requirement will be procured as a new, five (5) year/60-month, fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, sole source to Sikorsky Aircraft Corporation at 6900 Main Street, P.O. Box 9731, Stratford, CT 06497-9131. Cage code: 78286. Anyone that may be interested in subcontracting opportunities should contact Sikorsky.





The U.S. Army Contracting Command – Redstone (ACC-RSA) is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to provide Contractor Field Service Representatives (CFSRs) in support of the H-60 Series aircraft. The result of this market research will contribute to the determination of an appropriate acquisition strategy for the Government. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488190.



This Sources Sought Notice is used for information and planning purposes only and does not constitute a solicitation. It is not an Invitation to Bid or Request for Proposal. No contract will be awarded as a result of this request. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. All information received in response to this Sources Sought that is marked “proprietary” will be handled accordingly and will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are responsible for all expenses associated with responding to the Sources Sought.



The purpose of this Sources Sought Notice is to identify potential sources capable of providing the services of Contractor Field Service Representatives (CFSRs) in support of the H-60 Series aircraft. The Government anticipates awarding a Firm Fixed Price contract.



This Sources Sought is applicable to the following Utility Helicopters Project Office (UHPO) Mission Design Series: UH-60 Army, Department of Defense agencies, and Other Government Agencies.



The vendor must be capable of providing the services of CFSRs to provide on-the-spot advice to resolve any technical problems impeding the operation of the H-60 Services aircraft and their operating systems equipment. The Contractor will provide a communications link for the CFSRs to contact the engineering section at the manufacturer’s facility to enable immediate resolution of technical problems that exceed organic capability. A direct communications link is essential to maintain unit readiness and aircraft availability. These services are required to transmit the knowledge necessary to the Department of the Army military and civilian personnel of the technical skill capabilities needed to operate and maintain the equipment. This is an ongoing requirement in support of the BLACKHAWK fielding schedule.



The vendor must be capable of complying with the Cybersecurity requirements set forth in DFARS 252.204-7008, 262.204-7009, and 252.204-7012, must have a Cybersecurity program that follows the NIST Framework for Improving Critical Infrastructure Cybersecurity document at a minimum, and must accommodate subsequent compliance assessments performed by the Government.



Sources Sought Requirements - Description of Information Requested



1. Provide company information including:



a. Company name and address.



b. Size of company (number of personnel, total revenue, ownership, CAGE Code, Parent Corporation, etc.).



c. Point(s) of contact including name, phone number, address, and email and length of time in business.



d. Geographic presence.





2. Describe your organization's experience with similar efforts.





3. Provide evidence how the offerors would provide the CFSR Support as outlined in this Sources Sought Notice:



a. Inherent system performance and suitability



b. Personnel resources



4. Address how to ensure an adequately experienced and trained staff, your process for verifying qualifications, education, certification, and professional requirements and how often this information is obtained or updated.



5. Describe how your organization’s Cybersecurity policy and practices align with the references provided.



6. Provide recommendations on benchmark skills or criteria used to evaluate quality sources.



7. Identify conditions or issues requested in the Sources Sought that cannot be met or may interfere with the intention of this project.





8. Provide any other pertinent information that will assist us in this assessment.



This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing proposals for the UHPO, Program Executive Office, Aviation. Include whether or not you are a small business; HUB-Zone Small Business; Service-Disabled Veteran Owned, Veteran-Owned Small Businesses; Women-Owned Small Business; or Small Disadvantaged Business in order to assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.



Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice within 30 days from date of issuance. Electronic transmissions must not exceed 5 megabytes and responses in the form of white papers should be limited to 20 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this Sources Sought must be unclassified.
