Overview
Summary

Parks will be extending electrical service to the sport and event lawn in order to allow for lights, sound systems to make announcements, and other requested infrastructure needed to host regional and statewide competitions. A new prefabricated covered shelter will be added to the Central Meadow area with associated sidewalks and electrical accommodations. There are a few bid alternates included for goose lasers, extended electrical options, and lighted bollards.

The proposed work shall include all necessary permits, fees, materials, equipment, labor, and all other related items to construct the work as shown in the Contract Drawings and Specifications.

In addition to the scope outlined in the plans and specifications the work also generally includes typical requirements and tasks for construction projects such as mobilization, temporary construction fencing, temporary erosion and sediment control, existing vegetation protection, clearing and grubbing, minor demolition, site cleanup, and anything else required to protect, secure, or otherwise restore to normal the areas adjacent to the project site as well as any access areas used.

The project will be constructed under a single prime contract.

Background

Arts and cultural events, especially in outdoor settings, are strong a demand generator for Pierce County. Sporting events that focus on the unique topography and experience of the site are also- generators, as participants of all ages travel to compete and tournament producers seek sites that offer a distinctive challenge and experience. Sport and cultural art events, which fully returned in 2022, after a hiatus in 2020 and slow restoration in 2021, brought 36,311 visitors to Chambers Creek Park. We have been asked to partner with several agencies (Tacoma Arts Live!) to introduce more multi-day regional events to the area and improved infrastructure will support this. The Chambers Creek Central Meadow and Event Lawn currently hosts approx. 32 events per year, from cross country races, to the 2-day Kite Festival, Bark by the Bay and a new Putt, Pitch and Pints Festival. We have been asked to support more events that would attract a large regional audience and promote tourism, however the facility lacks full electrical connectivity to all assets and lacks shelters for shade. Accommodations for hosting larger events is an identified need at Chamber’s Creek Regional Park to facilitate cost recovery for the property and to increase flexibility of use.
