Description
The Minnesota Department of Education (“MDE”) Early Education Division is solicitating proposals from qualified responders to develop a statewide scalable and sustainable asynchronous professional development opportunity by creating an online learning module (“Module”). This Module is intended for a variety of early childhood education professionals to utilize through MDE’s learning management system called Canvas. The Module should specifically target professionals in leadership roles supporting early childhood education settings, including both general and special education, to increase their capacity to build and sustain high-quality early childhood programs throughout Minnesota.
This self-paced interactive Module will focus on three main (3) topics:
1. Historical and current Early Childhood Education (“ECE”) Policy (both federal and state);
2. Historical and current Early Intervention (“EI”) (IDEA Part C) and Early Childhood Special Education (“ECSE”) (IDEA Part B/619) policy (both federal and state), including regulations and reporting requirements; and
3. Disability justice and ableism (see MINN. STAT. 122A.615).
The Module will include a sample schedule/pacing guide, discussion questions, supplemental resources, and interactive and reflective activities that utilize adult learning strategies and foster engagement with the material. The Module will also include a facilitation guide, with separate interactive activities and reflection questions that could be used regionally or statewide with Communities of Practice (CoPs) or Professional Learning Communities (PLCs).
