MARKET SURVEY/CAPABILITY ASSESSMENT FOR MAINTENANCE OF GOVERNMENT-OWNED TOOLS

NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO THE CONTRACTING OFFICER.

The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing maintenance of several Government-owned software tools as detailed in the attached draft Statement of Work (SOW).



Capable sources must be able to provide maintenance of FAA-owned software tools as specified in sections 5.0 and 6.0 of the draft SOW. The FAA asks that industry review and provide feedback.



Responses to this market survey will be used for informational purposes only. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.

At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program.

The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the maintenance as outlined in the draft SOW.



The principal North American Industry Classification System (NAICS) code for this effort is 518210 - Computing Infrastructure Providers, Data Processing, Web Hosting and Related Services with a size standard of $40.0 million.

If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter.

In order to make the determination, the FAA requires the following from interested vendors:



1. Capability Statement - this document should identify:



a. Services provided by your firm.



b. Types of services provided on previous contracts (provide detailed information and past performance).



c. Number of years in business.



d. Expected approach - respondents must provide their strategy for accomplishing this work.



2. Questions or comments regarding the draft SOW.

3. Rough Order of Magnitude (ROM) estimate for budgetary purposes only.

All responses to this market survey must be received by 5:00pm CST, January 10, 2025. The FAA will only accept submissions; including attachments, electronically emailed to: jennifer.l.lucas@faa.gov.

Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the market survey will be used in the final development of the governments’ acquisition strategy.
