Project Description: The Hanover Township Board of Commissioners is requesting Bids for the construction of the SOLOMON CREEK SANITARY INTERCEPTOR REHABILITATION PROJECT PHASE 5, generally consisting of the cleaning, televising, and lining of approximately 494 linear feet of an existing 39-inch segmented-clay sanitary sewer interceptor. There are two (2) bid alternates including the replacement of manhole frames and covers and manhole rehabilitation. Sealed Bids shall be submitted electronically via the PennBid Program website https://pennbid.bonfirehub.com until 12:00 pm (local time) on November 7, 2024. Bids shall be made available for public viewing immediately upon opening on the PennBid Program website. Information and Bidding Documents for the Project are available at no cost through the PennBid Program at https://pennbid.bonfirehub.com. All official notifications, addenda, and other Bidding Documents will be offered only through the PennBid Program. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Bids shall be on a lump sum and unit price basis with alternate bids as indicated in the Bid Form. Each Bid, when submitted, must be accompanied by a Bid Security in an amount equal to 10% of Bidder’s maximum Bid price to be furnished in accordance with the Instructions to Bidders, and include forms, qualification statements, affidavits and certifications, as more particularly listed in the Bidding Documents. This Project is funded in part by a COVID-19 ARPA PA Small Water and Sewer Grant from the Department of the Treasury under the administration of the Commonwealth Financing Authority. Bidder(s) attention is called to the fact that not less than the minimum wages and salaries in accordance with provisions of Pennsylvania Prevailing Wage Act 442 and contained in the Contract Documents, must be paid throughout the duration of this project. The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price. The Hanover Township Board of Commissioners reserves the right to reject any or all Bids and to waive informalities in the Bidding. Bids may be held by Owner for a period of not to exceed sixty days (60) from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of a Contract. A mandatory pre-bid conference will be held on October 21, 2024 at 1:00 pm at the Ashley Borough Municipal Building located at 49 West Cemetery Street, Ashley Borough, Pennsylvania. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
