Description

The Government determined that only one out of the five qualified respondents were fully capable of fulfilling the STARCOM requirements. The responses indicated that the rule of two, which states two small business contractors must be capable of performing the requirements in order to achieve competition under Federal Acquisition Regulation (FAR) 19.502-2(b), was not met.



Market research indicates that there is no reasonable expectation that offers will be received from at least two responsible 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB that are competitive in terms of fair market prices, quality, and delivery. This is evident through the analysis of alternatives and market research summarized in the market research report. In conclusion the COs recommendation was that this requirement be issued as a sole source direct award to a Native Hawaiian Organization owned, certified SDB 8(a). After careful analysis and review the acquisition strategy of an 8(a) sole source direct award to Galapagos Federal Systems LLC (UEI:N3GDEB78RNF8), pursuant to FAR Part 19.8 and DFARS 219.805 contracting with the Small Business Administration (8(a) Program) is the best suited acquisition strategy at this time.
