Description
LOST CREEK BOARDWALK REPLACEMENT

The Bureau of Land Management (BLM) intends to remove and replace the existing Lost Creek Boardwalk (LCB) at the Red Rock Canyon National Conservation Area (RRC). The project scope of work requires the removal and replacement of an existing wood boardwalk and includes the following: Mobilization, Vegetation removal, Demolition of the existing boardwalk, Offsite disposal of old boardwalk material, Construction staking, Excavating and construction of boardwalk piers, Boardwalk construction, Construct overlapping rock steps; and Site cleanup and demobilization. All work performed shall be in accordance with the Statement of Work, the design plans and specifications. The Solicitation will include contract documents with details of the project when it is released.

Davis Bacon Act (DBA) Wage Rate Requirements are applicable to this project and the appropriate DBA Wage Decision(s) will be included in the solicitation.

The BLM will issue an Indian Small Business Economic Enterprise (ISBEE) Set-Aside competitive solicitation on/about February 3, 2025. The BLM anticipates issuing a single firm fixed price award from this solicitation.

The competitive solicitation, 140L3925R0001, will be in accordance with Department of Interior Acquisition Regulations (DIAR) 1480.102 Buy Indian Act Acquisition Regulations. The NAICS code for this acquisition is 238990, All Other Specialty Trade Contractors and the size standard is $19M (per the SBA’s Table of Small Business Size Standards).

A Request for Proposal (RFP) solicitation package will be available electronically on or about February 3, 2025, at the SAM website located at www.sam.gov. Proposals will be due no later than February 24, 2025. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.

Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
