Sealed bids will be received by the City of Bainbridge Island for the Off-Site Water Main and PRV Improvements (Winslow Water Tank Replacement Project) until 9:30 am, February 5, 2025, at the City Hall Finance Front Desk, 280 Madison Avenue N., Bainbridge Island, Washington, 98110 and will be opened and publicly read out loud at 10:00 am on February 5, 2025

All bid proposals must be on the form provided and must be accompanied by a bid surety in an amount equal to five percent (5%) of the amount of the bid proposal. A bid surety may be submitted as a cashier’s check, postal money order, or surety bond. (The amount of the surety bond may be stated either as a dollar amount or as a percentage of the bid proposal.) Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in this Project Manual, then the bid proposal deposit shall be forfeited to the City of Bainbridge Island.

Additionally, this project is subject to the apprenticeship requirements of RCW39.04.320. The apprenticeship requirements are set forth in Special Provision 1-07.9(3) in this contract.

Bids must be sealed with the outside of the envelope marked by the PROJECT NAME AND BID OPENING DATE. The name and address of the bidder should also appear on the outside of the envelope.

Faxed or electronic bids and/or surety bonds will not be accepted. After the date and hour set for the opening of bids, no bidder may withdraw its bid unless the award of the contract is delayed for a period exceeding 120 calendar days following the bid opening. All bidders agree to be bound by their bids until the expiration of the stated time period.

NATURE OF IMPROVEMENT:  The Contractor shall provide all labor, materials, tools, equipment, transportation, supplies, and incidentals necessary for the following major elements:

The Contractor shall furnish and install nine (9) new pressure reducing stations, 132 individual pressure reducing valve assemblies, and approximately 5,800 linear feet of new water main, including an approximately 210 linear feet of 20-inch trenchless casing installation. This includes including all valves, appurtenances, connections to existing mains, water service replacement, power and communication conduits and cables, junction box, control panels and surface restorations.  The work includes all materials, labor and services for a complete and operational installation.

The City of Bainbridge Island reserves the right to reject any or all bids and to waive informalities in the bidding process. The contract will be awarded to the lowest responsible bidder. Bidders must meet the mandatory responsibility criteria required by RCW 39.04.350 and any supplemental criteria described in the Contract Documents. Bidders should verify they meet the responsibility criteria before submitting a bid.

This project is partially funded through the Washington State Drinking Water State Revolving Fund Program with federal funds from the U.S. Environmental Protection Agency. General contractors and all subcontractors must meet DWSRF requirements and provisions.
