Description
The Department of Veteran Affairs, Network Contracting Office 08 invites interested Contractors to attend a site visit for the purpose of assessing the issues identified in the government-generated Trouble Call report. This site visit will assist prospective offers in evaluating the work environment and technical requirements in preparation for submitting a quote under the upcoming Request for Quote (RFQ).
Instructions:
Interested parties must pre-register attendees (no more than two) by providing names to Robert.edwards2@va.gov and rohan.mckenzie@va.gov no later than June 16, 2025, 11:00 AM. Please arrive on time and bring proper identification to gain access to the facility.
Site Visit Details:

Time: 10:00 AM (local time)
Location: Orlando VA Medical Center at Lake Nona, 13800 Veterans Way, Orlando, FL 32827
Meeting Point: Inside the lobby near the piano
Purpose: Visual inspection and discussion of the issue described in Trouble Call Report
Follow-up: Contractor questions will be address on-site and incorporated into the forthcoming RFQ as appropriate.
Background:
Emergency (generator) power circuit(s) to the Lake Nona clinic are faulted and/or unreliable.
The medium voltage circuit DAG-3 is the emergency (generator) circuit powering the Clinic substation SS-CG2; and is the alternate power source for Clinic substation SS-CG1. It was Hi-Pot tested and the report indicated a catastrophic failure on B-phase, requiring both substations to be placed on the alternate circuit (DAG-15) with no redundancy. A visual inspection of manholes EA1-1 and EA1-2 in the duct bank series noted splices in them that show signs corrosion and degradation. Troubleshooting, testing was performed on the circuit and damage to the B-phase conductor insulation is suspected to be localized the within the ductwork itself requiring emergent replacement.
The medium voltage circuit DAG-15 is the emergency (generator) circuit powering the Clinic substation SS-CG1 and is the alternate power source for Clinic substation SS-CG2. It was Hi-Pot tested and the report indicated signs of leakage, likely from several splices/phases in the duct bank series manholes. A visual assessment was performed in conjunction with the Hi-Pot test and noted signs of swelling on several splices. Circuit DAG15 is the sole operable emergency (generator) circuit to the Clinic substations SS-CG1/2 (in its current switched state) and in urgent need of replacement and/or repair.
The Normal power circuit to the Lake Nona Domiciliary is unreliable. The medium voltage circuit DAN-2 is the sole normal power circuit powering the Domiciliary substation SS-DG1. It was quickly identified to have sustained a catastrophic splice failure on only C-phase on 12Nov24 in manhole NA2-5. Only C- phase splice was repaired, and the circuit was put back in service in >24hrs. During the visual assessment splices were noted in manholes NA2-5, NA2-6, NA2-7, and NA2-8 with various signs of corrosion and swelling indicative of impending failure. Circuit DAN-2 requires urgent replacement.
DBN-7 Hospital (Normal Power) circuit - A visual assessment confirmed smoke and electrical burning signs from manhole NB2-3 near the golf cart yard of the warehouse. Suspected leaking splice damage. IMG_1005 1.3gp.
