Sealed bids for the construction of 2026 Utility and Street Improvement Project, according to the drawings and specifications on file in the office of the City of Dickinson, North Dakota will be received by the City Administrator’s office at the Attention of Sylvia Miller for the City of Dickinson, North Dakota at its office in City Hall (38 1 st Street West, Dickinson, ND 58601) until March 12, 2026 at 10:00 AM Mountain Time at which time bids will be publicly opened and read aloud. The Contract Documents are available for download from the QuestCDN.com web site for $50.00 (QuestCDN Project #10053923). Bidders may also obtain hard copies of the Contract Documents from the office of Apex Engineering Group, Inc., 204 Sims Street – Suite 201, Dickinson, ND 58601 upon payment of a non-refundable fee of $250.00.
This Project will consist of the following approximate quantities and types of work (not all bid items are listed):
Construction of approximately 4,100 LF of 6” to 8” watermain and associated valves, fittings and appurtenances; 80 water service lines; 1,050 LF of 8” sanitary sewer pipe, 1,300 LF of 15” sanitary sewer pipe, 720 LF of 15” to 30” RCP storm sewer; storm sewer inlets and manholes; 38,100 SY of bituminous and concrete removal; 14,700 LF of curb removal; 16,200 TON Aggregate Base Course CL 5; 6,800 TON Superpave FAA 43; 14,100 LF curb and gutter; 5,500 SY sidewalk concrete; 3,000 SY driveway concrete; traffic control; erosion control; and incidental items.
Bids will be received as a Unit Price bid. The Owner intends to award the Bid based on the lowest bid. The Owner reserves the right to reject any and all Bids.
Each Bid shall be accompanied by a separate envelope containing a Bidder's Bond in a sum equal to five percent (5%) of the full amount of the Bid, executed by the Bidder as principal and by a surety company authorized to do business in this state, conditioned that if the principal's Bid is accepted and the contract awarded to the principal, the principal, within ten (10) days after Notice of Award, shall execute and effect a contract in accordance with the terms of his Bid and a Contractor's Bond as required by law and the regulations and determinations of the governing body. The Bid Bond of the three lowest Bidders will be retained until the contract has been awarded and executed, but not longer than sixty (60) days. The Bid security is a guarantee that the Bidder will enter into contract for the work described in the Proposal. The bidder may submit a Bid Bond, certified check, or cashier’s check payable to the City of Dickinson, North Dakota.
All Bidders shall have a valid North Dakota Contractor’s license of the appropriate Class for the work, as required by Section 43-07-05 (NDCC). Bidders shall enclose a copy of the license or Certificate of Renewal in the same envelope as the Bidder’s Bond, as required under Section 43-07-12 (NDCC). Failure to do so will render the Bid invalid.
Receipt of all Addenda issued during bidding shall be acknowledged by the Bidder on the outside of the Bid Envelope. Failure to acknowledge any Addenda issued during bidding shall render the Bid invalid.
No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to the Bidder immediately.
The successful Bidder shall be required to furnish both a Performance Bond and Payment Bond in the full amount of the Contract.
A Pre-Bid Conference will be held on February 27, 2026, at 10:00 PM Mountain Time at City Hall (38 1 st Street West, Dickinson, ND 58601). A Microsoft Teams link is available upon request.
This project anticipates funding from the Drinking Water State Revolving Fund program. Bidder’s attention is called to the SRF requirements in the bid package.
Bidders on this work will be required to comply with American Iron and Steel requirements of the Consolidated Appropriations Act, 2014. The requirements for bidders and contractors under this regulation are explained in the specifications.
Bidders are required to comply with Davis-Bacon prevailing wage requirements.
Bidders on this work will be required to comply with Title 40 CFR Part 33– Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women’s Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications.
The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package.
Bidders are required to comply with Build America, Buy America Act requirements.
The Work under this Contract shall achieve Substantial Completion by October 16, 2026, and Final Completion by October 30, 2026.

All questions must be received in writing or by email on or before eight (8) days prior to the bid opening. Responses to technical questions will be issued by addendum within six (6) days prior to the bid opening.
