This amendment is to provide the updated response to the questions from industry posted during Industry Day (see attachment A13-RFI-Industry Day-QArev.pdf)



Please note, below are additional questions for the industry. These questions were originally posted via Amendment 0002.




  1. Will the 15-day bill processing timeframe require offerors to establish up-front capital in order to pay in-network invoices? If so, would the cost of establishing this up-front capital affect your interest in this requirement?

  2. Do you have any network agreements that are specific to federal clients and/or require all participating providers to accept all of your federal clients?

  3. The OWCP fee schedule for institutional DRGs is based on 1.25% of CMS pricing. Does this cause any impediment to the proposed spread pricing approach for in-network providers?

  4. Per section 6.1.1.7 of the SOO, is there any challenges with handling adjustments resulting in overpayments that were originally processed by the previous vendor and what would the solution be?

Attached please find the amended Draft Statement of Objectives (SOO). The newly added sections 5.1.9.6 and 5.1.9.7 (page 10) are highlighted in yellow for your immediate attention.

OVERVIEW:



The Department of Labor (DOL), Office of Workers’ Compensation Programs (OWCP) is conducting a market research on OWCP’s latest objectives to better understand current industry capabilities along with common practices in Medical Provider Network/Medical Bill Processing (MPN/MBP).



DOL will conduct Industry outreach via one-on-one meetings with individual vendors that are interested in the MPN/MBP requirements starting on August 12, 2024, and concluding on August 16, 2024, to discuss vendor-specific answers to the questions posed by the Government in this Notice. Vendors shall come prepared to discuss their answers to the questions posed in this notice.



WHO:



The DOL Office of Workers’ Compensation Programs (OWCP) is inviting interested parties to participate in a planned set of one-on-one sessions with OWCP and its component programs to discuss industry feedback on the requirements for OWCP Medical Provider Network/Medical Bill Processing services as stated in the draft SOO. Please see the list of standard questions that all interested vendors are asked to come prepared to discuss.



Interested parties may contact the DOL/OWCP to reserve a spot for a Two (2) hour timeslot one-on-one session. Each one-on-one session with OWCP personnel will cover the vendor responses to the questions posted with this notice.

WHEN:



One-on-One sessions- August 12, 2024 – August 16, 2024, between the hours of 11:00 am Eastern Daylight Time (EDT) and 4:00 pm EDT as stated above



TIME:



One-on-One Sessions: One (1) to Two (2) hour sessions will be scheduled for vendors to provide information on market intelligence- August 12, 2024 – August 16, 2024, between the hours of 11:00 am Eastern Daylight Time (EDT) and 4:00 pm EDT as stated above



WHAT:



Interested parties with scheduled one-on-one sessions must present a response to ALL questions posted with this RFI/Notice ("Industry Day Questions-Medical Provider Network-Medical Bill Processing (MPN-MBP).pdf". Vendors will have an opportunity to deliver a Power Point presentation or other visual aid to assist in the discussion. The capability statement may be presented in addition to the requested responses.



SCHEDULING FOR ONE-ON-ONE SESSIONS:



A two (2) hour session must commence by 2:00 pm EDT to meet a 4:00 pm EDT completion time.



There will be no sessions scheduled between the hours of 1:00 pm EDT and 2:00 EDT pm.

No Cost associated with either virtual industry day event via Microsoft Teams



REGISTRATION:



One-on-One sessions - Space is limited to a first come first serve basis up to a maximum of 10 total registrants. Registration is open from July 26, 2024, through August 9, 2024. Once registration closes, vendors will receive an email with a Microsoft Teams link to join the event with their scheduled meeting time.
