FAILURE TO SUBMIT A RESPONSE WILL NOT PREVENT A COMPANY FROM PARTICIPATION IN ANY FUTURE COMPETETION RELATED TO THE LRT UNMANNED PROGRAM. NO TELEPHONE RESPONSES WILL BE ACCEPTED.



Portfolio Acquisition Executive for Robotic and Autonomous Systems (PAE RAS) Aircraft Program Management Office (AIR PMO) at Patuxent River, MD is seeking industry input for a Hydrographic Survey System as an integrated package.



A. Instructions to Responding Vendors:

Vendors shall provide a capabilities statement that addresses their ability to deliver the entire system as a turnkey solution. For each line item listed in Section B, vendors must provide the following:




  • Availability: Confirmation that the exact item is available. If not, provide the current equivalent Commercial-Off-The-Shelf (COTS) model/part.

  • Pricing & Part Numbers: Itemized pricing estimates and current manufacturer part numbers. Vendors should reference any available GSA Schedules or commercial price lists to validate estimates.

  • Compliance: For the UAV system, vendors MUST provide evidence that the base platform is currently approved on the DoD/DCMA "Blue UAS" Cleared List.

  • Lead Time: Estimated delivery lead time in days After Receipt of Order (ARO).

  • Warranty: Details on available commercial warranties, including terms, coverage, and associated pricing.

  • Services: Details and pricing for the training and sustainment services requested.





B. Minimum System Requirements / Salient Characteristics:

Vendors must demonstrate the ability to provide the following integrated package (or equivalent COTS items):



1. UAV & LiDAR Payload:




  • UAV Platform: IF1200A Hexacopter (or equivalent heavy-lift platform on the Blue UAS Cleared List). Must include an integrated Herelink Groundstation (or equivalent), at least two (2) smart batteries, eight (8) propellers, and a rugged transport case.

  • LiDAR System: Litewave Technologies EDGE (or equivalent) capable of both Topographic and Bathymetric surveying. Must include dual GPS antennas, UAV mounting hardware, removable USB data storage, Li-Ion batteries/charger (min. 1-hour runtime), secure transport case, internal SBG Ellipse/IMU, and downward-pointing camera.

  • LiDAR Software: LiteWave ParseEdge Point Cloud Program and LiteWave Classification Program (or equivalents) with 1-year of software upgrades.





2. Data Collection & Survey Software/Hardware:




  • Rugged Laptop: Getac B360 13.3" Fully Rugged Notebook (IP66) (or equivalent) with Intel Core i7 CPU, 16GB RAM, 512GB PCIe SSD storage, Windows 10 Pro, Intel UHD Graphics, and a sunlight readable (1400 nits) touchscreen.

  • Hydrographic Software: HYPACK® MAX & HYSWEEP® (Full package with softkey license) and a 12-month software and upgrades.

  • Post-Processing Software: CARIS HIPS and SIPS Professional, CARIS BASE Editor, CARIS S-57 Composer, and CARIS Paper Chart Composer (all including licenses and 1-year subscriptions).

  • GEO Software: Trimble Business Center Advanced (Dongle License) with Trimble Scanning Module.





3. Ground Survey Equipment:




  • Total Station: Leica Nova MS60 MultiStation with Trimble SX12 1” (or equivalent) with TSC7 controller (QWERTY keypad, USB/Serial boot, APAC region, Trimble Access), Trimble EM120 2.4GHz module, batteries, charger, and accessories.

  • Digital Level: Leica Sprinter 150m or Trimble DiNi (0.7) (or equivalent) with transport case, battery, charger, and leveling rod.





4. Support Equipment:




  • Portable Generator: 2000W Inverter Generator (e.g., OHV MZ80 Air Cooled), 230V, 50Hz, with spark arrestor and low noise output (under 61dBA).





5. Required Services & Sustainment:




  • Training:

    • On-site, 5-day courses for both CARIS HIPS/SIPS and CARIS S-57 Composer.

    • Remote, 3-day course for CARIS BASE Editor.

    • Initial operator training for at least ten (10) personnel on all delivered systems (hardware and software), to be conducted in country INDOPACOM region (OCONUS) or at the supplier's facility (CONUS).



  • Warranty & Support:

    • Two (2) year manufacturer's performance warranty on all equipment.

    • Three (3) year sustainment/support plan, including Integrated Logistics Support, Proper Operations/Maintenance Support, and availability of spares.

Note that file sizes larger than 5MB are not recommended, as they may not be receivable due to Navy Marine Corps Intranet security protocol.



In order to maximize efficiency and minimize the effort involved in the evaluation process, all submissions must comply with the following format and content:




  • 8.5 x 11-inch page

  • single-spaced typed lines

  • newspaper column formatting is not permitted

  • 1-inch margins on all sides

  • not smaller than a 12-point font without condensing

  • photographs, pictures or hyperlinks are permitted

  • files shall be Microsoft Office 2016 compatible or PDF format; no ZIP files



DOCUMENT MARKINGS

It is incumbent upon sources providing responses to this Notice to accurately mark all data with all appropriate data rights, distribution, and classification markings. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR 15.108. All information received in response to this Notice that is marked proprietary will be handled accordingly. Information submitted in response to this Notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to information received from interested persons but may request additional information following review. Note: If interested person is a foreign concern or if a U.S. interested person has a team member or partner who is a foreign entity, adherence to all International Traffic and Arms Regulations (ITAR) is required.



All material provided in response to this Request for Information shall be UNCLASSIFIED.



Government Support Contractors have entered into Non-Disclosure Agreements (NDAs) with the Government, which precludes them from disclosing any proprietary data outside of the Government. However, if respondents desire a separate NDA with Government support Contractors, respondents should submit an NDA form, along with instructions, to the points of contact listed in this notice at the time of their submission. If respondents choose not to submit an NDA form for completion, their submission of a response to this announcement constitutes consent that the Government Support Contractors will have access to their proprietary information. The Government will NOT be responsible for the disclosure of any confidential/proprietary information not clearly marked. At any time after receipt of Request for Information responses, the Government may contact respondents independently for further clarification of the submittal.
