RFI for Software Development Support for NWC Joint Military Ops Dept War at Sea Wargame

The United States Naval War College (USNWC), Joint Military Operations (JMO) Department, is seeking information regarding vendors that can develop a War at Sea (WaS) application to run on a MS Surface Pro or equivalent Windows tablet as described in the attached draft Performance Work Statement.

This Request for Information (RFI) is issued solely for information and planning purposes - it does not constitute as a Request for Proposal or Quotes (RFP/RFQ) or a promise to issue an RFP/RFQ in the future. This RFI does not commit the Government to contract for any supply or service.

The Government is not at this time seeking proposals and will not accept unsolicited proposals. Vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.

Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued.

This RFI is primarily used to conduct market research which will enable USNWC to determine the availability of commercial capabilities and to identify and evaluate market practices and prices.
