General Notice: This is a Sources Sought Notice for BAA/TAA compliant surge protective devices that meet the requirements listed below. This notice is for information purposes only and IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. The U.S. Army Corps of Engineers, Huntsville Center, requests capability statements from manufacturers/vendors concerning the availability of surge protective devices that satisfy the requirements described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE.
General Information: Responses are to be sent via email to Tina.D.Riley@usace.army.mil (phone 256-895-7796) no later than 2:00 PM Central Standard Time, 27 June 2025.
General Requirements: The U.S. Army Corps of Engineers, Huntsville Center, is seeking BAA/TAA compliant surge protective devices that mee the following requirements:

System: Split Phase, 3 Wire
UL Standard: 1449 Edition 4
Locknut/Bracket Included: Yes
Circuit Voltage RMS: 120 or 240
Freq (Hz): 50 or 60
Number of Poles: 3
Mode of Protection: L1-N, L2-N
Weight (lbs): 0.95
Surge Protective Device (#2)
Arrester Class: SPD
System: 3 Phase Delta, 3 Wire, One Phase Grounded
UL Standard: 1449 Edition 4
Locknut/Bracket Included: Yes
Circuit Voltage RMS: 480
Freq (Hz): 50 or 60
Number of Poles: 3
Mode of Protection: L1-G, L2-G
Weight (lbs): 1.02
In addition to meeting the requirements indicated above, the surge protective devices shall comply with the Buy American Act (BAA). The BAA provides a preference for domestic construction materials mined, produced or manufactured in the United States as defined in the Federal Acquisition Regulation (FAR) Clause, "Buy American Act - Construction Materials" (FAR 52.225-9). For construction contracts exceeding $6,708,000, the Buy American Act restrictions are waived for designated country construction materials as defined in FAR 52.225-11, "Buy American Act - Construction Materials Under Trade Agreements."
SUBMISSION REQUIREMENTS: Manufacturers and/or suppliers responding to this announcement shall verify that units satisfy the general requirements indicated above. A catalog cut of the units with technical specification demonstrating this shall be included. In addition, please provide cost and place of manufacture for each unit. Responses should be submitted to the indicated point of contact with company name, address, and point of contact including email address. Responses must be received no later than 2:00 p.m. Central Standard Time on 27 June 2025.
