Dear Offerors,





This is an amendment of the base solicitation to revise the PayScale and to extend closing date to January 30, 2025.





The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified individuals to provide personal services as the Executive Office Advisor in Madagascar under contract as described in this solicitation. The USPSC contract will be one year renewable, not to exceed a total of three years. Offers must be submitted in accordance with the Attachment of this solicitation. USAID will evaluate all offerors based on the stated evaluation criteria. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.

The Executive Office Advisor serves as the Acting Executive Officer and reports directly to the Mission Director. In accordance with AID policy (Automated Directives System 527) the EXO serves as the principal advisor to the Mission Director and Mission staff with full responsibility for providing leadership, advice and staff support in the administrative management functional areas. In this capacity s/he is tasked with developing innovative methods for providing improved administrative and logistical support services. The Executive Office Advisor is the focal point and is responsible for ensuring that adequate management and logistical support is provided for all mission administrative services, including human resources, travel and transportation, budgetary, financial planning & procurement, general services, Interagency Administrative Support Services (ICASS), and security and safety.





The required minimum qualifications are:




  • Minimum of a bachelor’s degree, in human resources management, business administration, management, public administration, or in related fields is required. Candidates should possess a current, valid and up-to-date Federal Acquisition Certification in Contracting (FAC-C) (Professional) certification and be eligible to easily re-obtain an appropriate warrant certificate.

  • A minimum of ten (10) years of progressively responsible experience in performing and supervising USG management operations or overseas experience specifically related to administrative management for a large and complex organization, including space planning, property management, procurement, contracting, USG travel, training, and personnel management required. The incumbent must have proven experience providing day-to-day direction in support of administrative and operational needs of a large and complex regional mission. Incumbent must have experience working in a team setting. S/he must have experience representing office at higher levels within the organization.

  • Fluency (Level IV) in English language
