Project Title: Child Care Center Building Renovation - CM/GC

A. Solicitation
The City of Valdez (City) seeks qualified firms to provide the City with Construction Manager /
General Contractor services to perform a building renovation of approximately 5,000 square feet
within the now "vacant" former VCS District Offices Building (located at 1112 W. Klutina Street,
Valdez, Alaska, 99686) for the purpose of creating a new Child Care Facility within the existing
building footprint.
The scope of work for this project includes but is not limited to; selective demolition, hazmat
remediation, interior finishes, mechanical and electrical modifications, lighting, carpet, drywall,
exterior and interior windows & doors, limited site Civil, a playground and playground equipment
installation. (The new playground equipment has been purchased by the "Owner" and is currently
located in storage on-site.)
Please note: This project is anticipated to be funded by a FY 2024 Community Project Funding
grant agreement made between the U.S. Department of Housing and Urban Development (HUD)
and City of Valdez (the Grantee). Compliance with all federal, state and local requirements for
this specific grant must be met throughout the duration of this project. The City of Valdez has
submitted a completed Environmental Review package to the HUD Grant authorities assigned to
this grant and is currently under their review. The contract award for the "General Contractor -
Construction Services" Phase II of the project will be contingent on receiving a successful
Environmental Review certification and release of funds from the U.S. Department of Housing
and Urban Development.
The RFP package for this solicitation can be found on the City's website at www.ValdezAK.Gov
located under Bids/ Current Projects/ Titled "RFP Valdez Child Care Building Renovation
CM/GC". The RFP package will include more specific project details, requirements and
instructions for submission of all proposals, and an overview of the City's RFP review process for
selecting a CM/GC contractor for this project.

Please Note Special Instructions for "Deadline for all Questions": All questions must be
submitted in writing and sent via email to both the City of Valdez Project Manager, Lindy Vititow,
at LVititow@ValdezAK.Gov AND to the Capital Facilities Administrative Assistant, Domonique
Alex, at DAlex@ValdezAK.GOV no later than August 11, 2026, at 4:00 PM Alaska Time. All
questions received prior to the "Deadline for all Questions" within this RFP will be addressed via

an "Addendum" that will be posted on the City's Website under the RFP posting. All Addendums
issued must be acknowledged on the - "Contractor Fixed Fee for Pre-Construction
Services Form" located within "Appendix A" of this RFP Package.
Please Note Special Instructions for "Proposal Submission": All proposers must submit an
electronic copy of your complete proposal package via the City's Dropbox application. A link to a
OneDrive folder will be sent following a request from the proposer. Access to the electronic
Dropbox must be requested in writing via email to LVititow@ValdezAK.Gov AND to
DAlex@ValdezAK.gov NO later than one business day prior to proposal submission the
deadline. The proposer's email request should identify all email addresses needing access to the
file share and include a phone number they may be reached at. Failure to request access in
advance may disqualify a firm's proposal. Access can be requested well in advance of the
deadline. See "Sections D and E" within the complete RFP package located on the City's
website: www.ValdezAK.Gov for further clarification and instructions for submitting proposals.
The City of Valdez encourages disadvantaged, minority and women-owned consultant firms to
respond and is available to assist said firms in learning how to do business with the City.
The selection process must comply with procurement requirements of the City to ensure fair and
open competition. The selection will be made on the basis of qualifications and price. The City
reserves the right to cancel this procurement effort and will not reimburse respondents for any
costs of preparation or submission of proposals.
B. Project Background and Summary
The "Valdez Child Care Center Building Renovation" project involves the renovation of
approximately 5,000 square feet within the now vacant, former VCS District Offices Building to
accommodate a new child care facility for the community of Valdez. Project scope includes but is
not limited to: selective demolition of existing construction, including limited demolition of exterior
walls and Hazmat remediation. New construction will consist of interior partitions, exterior and
interior windows & doors, new flooring and ceiling finishes, new paint, limited site Civil, mechanical
and electrical upgrades to support the renovated spaces, new playground and installation of
"owner furnished" new playground equipment. The design team has completed the 65% design
stage and is ready for input from a CM/GC contractor.
Project Budget - $2,800,000.00 (Two Million, Eight Hundred Thousand dollars)
The City has contracted with Bettisworth North Architects to develop the design to 100%
construction documents ready in October 2026 with construction work to be completed by April
2026.
C. Scope of Services
The CM/GC services requested are expected to be provided in two phases.
* Construction Manager (CM) Pre-Construction Services (Phase I): Provide
meaningful consultation to the City and its design team during the design/construction
documents phase of the project.

* General Contractor (GC) Construction Services (Phase II): Performance of the
construction work as designed and contracted by a negotiated Guaranteed Maximum
Price "GMP".
Anticipated services summarized below, include but are not limited to:
Construction Manager (CM) Pre-Construction Services (Phase I):
The Construction Manager (CM) must actively participate in scheduled design meetings (weekly
or bi-weekly as design dictates) to assess and suggest alternative material/product selection,
assemblies, and systems/equipment in effort to maintain the project budget and streamline the
construction process while maintaining the design integrity and performance requirements of the
project. The CM is to be an active member of the project team providing cost estimating,
scheduling, constructability insight, and value engineering suggestions. As a minimum, the CM
team shall include general contracting, mechanical, and electrical contracting expertise. All
members of the CM team shall be fully engaged in the remaining design process.
Cost Estimating:
* Prepare preconstruction cost estimates for the project at the 65% and 95% design
phases of the work and participate in reconciliation meetings.
* Assist the Owner and design team in aggressively managing the project costs. If the
estimate exceeds the construction budget, the Contactor will make recommendations to
reduce the estimated costs to within the budget. As the project progresses through
Construction Drawings (CD), the Contractor shall continue to review the cost jointly with
the design team, with the objective of maintaining the cost estimate within the budget
through exploring alternatives and options.
* Solicit competitive pricing proposals for all scopes of work. In preparation of a final
GMP, the City will require the CM/GC to solicit competitive pricing for all work including
self-perform, mechanical and electrical scopes. The contractor will then sit with the City
to reconcile the GMP and establish appropriate contingencies. Preparation of the final
GMP will be open book with the City.
Value Engineering:
* Develop information and advise regarding value engineering considerations.
* Conduct VE workshops, participate in evaluation and selection of appropriate
alternatives.
* Provide information on construction materials and availability of products, methods,
systems, phasing, and costs to assist in determinations aimed at providing the
highest quality finished project within the budget and design intent.

Constructability Reviews:
* Advise the design team on construction and constructability recommendations.
* Advise the project team on how alternative design solutions affect constructability and
the construction schedule.
* Review in-progress design documents and provide advice with respect to completeness,
clarity, construction feasibility, alternative materials/methods, and long-lead material
procurements. Provide tangible feedback and recommendations to the design team.

Scheduling:
* Prepare a preliminary construction schedule with the 65% cost estimate. Schedule
will include key milestones for purchase of critical materials and staffing of the work.
* Prepare a detailed construction schedule for phasing of work within an occupied
building, for monitoring progress, plan for managing disturbance due to construction
work during school operations and managing the work at the 100% cost estimate.
Selection of Key Subcontractors:
* Subject to Owner concurrence, and shortly after 65% design development documents,
bid key sub-contracts.
* Provide all information on subcontractor bids, qualifications, and solicitation processes
used.
General Contractor (GC) Construction Services (Phase II):
Upon close of the Construction Manager (CM) Pre-Construction Services process, it is the City's
intent to authorize the selected CM/GC contractor to proceed with the construction work for the
General Contractor (GC) Construction Services phase, anticipated to start late Fall/ Early Winter
2026 and to be completed in April 2026. The negotiated GMP will serve as the basis for the
contractual agreement with the CM/GC. The City makes no guarantee that it will award the
contract and will consider the contractor's performance during the pre-construction services
phase, available budget, certification from the HUD grant agency that the city's Environmental
Review and Release of Funds submission has been approved, proposed schedule and other
factors deemed important to the successful completion of the project. The City at it's sole
discretion may choose to publicly solicit bids for the work following the pre-construction services
phase.
During the construction phase the negotiated GMP shall not be exceeded without approval of
the City.
Construction phase services will be provided under City of Valdez standard agreements that will
be modified by the City to match the specific requirements for this project. Details of the
contractual arrangements and specific scope of services will be negotiated but will generally
follow the City's standard CM/GC contract documents and Special Conditions per the Federal
FY 24 CPF Grant Requirements.
D. Proposal Submission Instructions
All questions regarding this RFP solicitation must be emailed to the City of Valdez Project
Manager, Lindy Vititow, at LVititow@ValdezAK.Gov AND to the Capital Facilities Administrative
Assistant, Domonique Alex, at DAlex@ValdezAK.Gov NO later than the "Deadline for all
Questions" of August 11, 2026, at 4:00 PM Alaska Time.
Proposers are highly encouraged to download, fill out, and return the "Request for Addendum /
Plan Holders List" form located in a link found under "Reference Documents" for this specific
solicitation page on the City's Website to ensure receipt of any addendum issued for this RFP.

IMPORTANT for SUBMITTING PROPOSALS: All proposers must submit an electronic copy of
your complete proposal package containing two (2) separate pdf files via the City's Dropbox
application. An access link to a city OneDrive folder will be sent following a request from the
proposer. Access to the electronic Dropbox MUST be requested via email to
LVititow@ValdezAK.Gov AND to DAlex@ValdezAK.gov NO later than one business day
prior to submission the deadline. The proposer's email request should identify all email
addresses needing access to the file share and include phone numbers they may be reached
at. Failure to request access at least one business day in advance of the deadline for all
proposals to be received may disqualify a firm's proposal. Access can be requested well in
advance of the deadline.
All proposal packages must be submitted in pdf format and include two (2) separate pdf files
as follows:
PDF 1 - Proposal Package
PDF 2 - "Contractor Fixed Fee for Pre-Construction Services Form".
Both pdf files are to be electronically delivered to the city Dropbox folder specifically
dedicated to this RFP solicitation. (See above for instructions for receiving the access link for
proposal submission). Any proposals not received by the RFP Submission deadline and within
the specified city Dropbox Link location shall not be considered. Proposals will not be opened
prior to the RFP Submission deadline to avoid disclosing their contents to competing Offerors
during the selection process. Proposals will be collected for review after the submission
deadline by the Selection Committee as outlined below and will not be publicly opened or read
aloud. Proposals, tabulations, and valuations thereof may be open to public inspection only
after the issuance of a notice of award to the selected contractor.
E. Proposal Format and Content Requirements
Proposal Packages shall address "Selection Criteria Items 1-6" (listed below) and must adhere
to the following requirements. Each submittal must have a cover letter signed by a
company official authorized to represent the proposer. The entire proposal shall not
exceed eight (8) pages. Excluding the one-page cover letter, any tabs, any proposed project
schedules, resumes, and the "Contractor Fixed Fee for Pre-Construction Services Form" (to be
submitted in a separate PDF 2) will NOT be counted toward the maximum eight (8) pages limit
requirement.
One page is defined as one side of a standard 8 12" x 11" sheet of paper, 11-point type
minimum. Proposal Packages shall be complete and cover ALL proposal "Selection Criteria
Items 1-6" listed below and be submitted as an individual PDF 1 with a separate PDF 2
submitted for the "Contractor Fixed Fee for Pre-Construction Services Form". All
submissions should have a total of two (2) separate pdfs that must be submitted within
the city Dropbox share folder, no later than the deadline for all submissions. (Please see
"Section D" for Proposal Submission Instructions.)
Proposal Packages *Include and address "Selection Criteria Items 1-6" (listed below)
within your proposal and titled, "Your Company - Child Care Building Renovation Proposal
Package".

Selection Criteria Items for Proposals
1. Similar Project Construction Experience
List up to three (3) similar projects completed in the last 10 years which demonstrates
technical competence related to the following criteria: performing and managing similar
scopes of project work, previous tenant improvement projects within a school or other
occupied public building, negotiated contract projects, CM/GC projects, Federal Grant
Funded projects, or previous local Valdez projects. Not all criteria must be met from a
single example project, and not all criteria must be demonstrated; however, experience
must demonstrate ability to collaborate with the Owner and successfully complete the
proposed project.
For each project, list the project name, construction budget (bid price and final cost),
construction period (bid day schedule and final schedule), the form of contract and the
role your company played in the project. Provide a brief project description and
relevance to the current project, owner's name, owner contact and phone number. List
of any significant value engineering ideas brought forward by your team. Identify
adjustments to the contract price including change orders. Identify if cost changes were
design/construction initiated or owner initiated, and whether there were any contract claims
or unresolved contract issues. Identify the roles played by team members proposed for this
project.
2. Personnel Resumes
Provide one-page resumes for the key CM/GC personnel that will be assigned to this project.
Highlight relevant experience on projects of similar type, complexity, and size. At a minimum,
include the following team members:
- Construction/Project Manager for Pre-Construction Services
- Cost Estimator and Scheduler (if other than Construction/Project Manager)
- Superintendent or on-site project supervision during construction
- Project Manager during Construction
- Mechanical subject matter expert for Pre-Construction Services
- Electrical subject matter expert for Pre-Construction Services
- Other Members of your team relevant to the Pre-Construction Services or Construction
phases of the project
3. Project Approach
Summarize how your company will staff and organize this project. Specifically, outline tasks
and objectives your company will complete during the design, estimating, pre-construction,
and construction stages to demonstrate how your CM/GC team will add value to the project.
Summarize your constructability review, estimating, quality control procedures, and how you
will administer documentation that all Federal HUD grant requirements were met for this
project. This is not to be a general description or discussion of the CM/GC process, but

rather how your team is specifically going to interface with the City and designers to create
the best value for this project using the tools available to you through the CM/GC contracting
method.
4. Local Economic Value
The proposer may address how they plan to be in alignment with the City of Valdez
procurement code which encourages local procurement, strengthens and stabilizes the local
economy, decrease local unemployment, strengthen the tax and revenue base of the city,
and assist small and disadvantaged businesses.
Provide a brief description (no more than one-fourth page) of how your team's involvement
in the project will enhance the economy of the Valdez community. The benefit of your team
brings may be expressed in a wide range of potential methods, but the focus of the discussion
is to be the local economy and how the citizens of Valdez will benefit economically from your
firm being the successful proposer.
5. Draft Schedule of Project Milestones
Please include all key milestones for this project and include a copy of this schedule within
your "Proposal Package pdf".
6. Draft Schedule of Values
Please include a Schedule of Values for this project within your "Proposal Package pdf" based
on the $2,800,000.00 construction budget. Include an anticipated percent mark-up on change
orders or contingency requests.
7. Overall Quality and Completeness of Proposal
Ensure all proposal "Selection Criteria" items 1-6, are clearly addressed. Proposals should
be well organized and relevant to this project's scope. Follow all directions outlined within
this RFP solicitation.
8. "Contractor Fixed Fee for Pre-Construction Services Form" *(Submit in a separate pdf
from your "Proposal Package pdf") titled "Your Company Name - Contractor Fixed
Fee".
Pre-Construction Services fixed fee proposals shall be submitted on the "Contractor Fixed
Fee for Pre-Construction Services Form" attached within the RFP Package located in
"Appendix "A". Each proposer shall complete the form and submit as a separate pdf titled,
"Your Company Name - Contractor Fixed Fee". Make sure to also acknowledge on this form
any and all addendums issued for this RFP.
Provide a fixed fee for services provided during design (participation in at least 10 design
meetings, a minimum of 30 hours of office time, early cost estimates, at least one site visit to
the project location prior to the completion of 100% Design Construction Documents,
constructability, and value engineering). Assume that the bulk of the meetings will be held
virtually via Microsoft Teams. Remaining meetings are to be assumed as on-site visits

deemed necessary by the Contractor, which will be seen as advantageous to the City of
Valdez. The fee must accurately represent a typical level of effort for this type of project and
shall be more than $0.00.
The City expects responsible proposals to fall within reasonable ranges. The expected range
for each cost category is listed within that category. Proposers that propose fees or amounts
below the expected ranges may be asked to provide examples of where they have provided
similar services for the stated fee proposed.
Points for the "Contractor Fixed Fee for Pre-Construction Services" price portion of the RFP
scoring will be calculated as follows:
* The responsive proposer with the lowest total price proposal will receive 100% of
the available pricing points.
* Other responsive proposers will receive a portion of the maximum points based on
their proportionate relation to the lowest responsive proposer.
* For example: If two contractors propose and Contractor A proposes $140, the lowest total
price proposal, and Contractor B proposes $150, the points awarded would be as follows:
Contractor A will be awarded the maximum 15 points.
Contractor B will receive 14 points as calculated below:
Price Score = Price Weight * (Lowest Price/Current Proposal Price)
F. Selection Process and Proposal Scoring
Proposals will be reviewed by a selected City Review Committee established for this project.
The City reserves the option to interview one finalist or to "shortlist" finalists for interviews,
prior to making their final selection for contract award. Once all proposals received have been
reviewed and scored by the City Review Committee the finalist or finalists will be announced
and interviews will be required. Please note that the results of finalist interviews will supersede
all previous proposal scores. The City intends to negotiate a contract with the firm the
Selection Committee solely determines will provide the best overall value and expertise on
this project. Following the contract negotiation, the City will issue an Intent-to-Award letter to
all proposers via posting on the project bid page on the City website. Following a 10-day
protest period, it will seek approval of the contract from the City of Valdez Council. Following
contract award, the successful proposal will be made available to the public.
