Yocum Sailing Center Fuel Dispensing System; Removal and Installation

Deparment of Transportation has a requirement for Yocum Sailing Center Fuel Dispensing System; Removal and Installation for United States Merchant Marine Academy, 300 Steamboat Road, Kings Point, NY 11024. Due to time constraints, this Request for Quotes will close on 3/24/2026, 3:00PM EST. All questions are due on 3/16/2026. Within 90 days of Notice to proceed after award, this project must be completed. It is a small business set aside reuirement, NAICS code 237120 and PSC code is Z2NA. A Firm Fixed Price contract will be awarded based on Lowest Price Technically acceptable in accordance with RFQ section M. Email all your questions and proposals to durba.ray@dot.gov and cc: brian.wiley.ctr@dot.gov prior to the close of the RFQ. Responses to the Attachment 2- Past Performance Questionnaires must be directly emailed to Durba.ray@dot.gov; cc; brian.wiley.ctr@dot.gov by the offeror's reference prior to the close of the RFQ. The purpose of amendment one is to extend the RFQ closing date to March 31, 2026, 2pm EST. All terms and conditions remain unchanged. See attached amendment one.

Amendment two is to inform that Site visit is scheduled for Monday, March 30, 2026 from 9:30am – 10:30am EST at the USMMA, 300 Steamboat Road, Kings Point, NY 11024. Please contact Roody S. Milord at (C) 516-497-3611, milordr@usmma.edu by today March 27, 2026 to confirm the site visit on Monday, 3/30/2026. All terms and condititions remain unchanged.

Amendment three is to incorporate Questions and answers to the solicitation, and extend the RFQ closing date to April 3, 2026, 1pm EST. See attachments - Amendment three and the Q&A. All offerors must acknowledge receipt of all three amendments in their proposal and Past Performance Questionnaires must be emailed to durba.ray@dot.gov directly by offeror's references before the close of the RFQ. Three parts of proposals must be emailed to durba.ray@dot.gov; cc brian.wiley.ctr@dot.gov before the close of the RFQ on April 3, 2026, 1PM or ealier.

Amendment Four dated March 31, 2026 is to provide a copy of the Engineering study as a part of this RFQ. See the amendment 4 and the attachment 1 Amendment four and to extend the RFQ closing date to April 16, 2026, 2pm EST. Any additional questions must be emailed to durba.ray@dot.gov; cc CainR@usmma.edu; MilordR@USMMA.EDU by April 7, 2026, 2pm EST. The Contracting Officer will post Government responses in SAM.gov for all perspective offeror's review. Do not forget to send acknowledgement on all Amendments with your proposal. All Terms and conditions of the RFQ remain unchanged.

The purpose of amendment five is to extend the RFQ closing date to 4/30/2026, 2pm EST. All terms and conditions of the RFQ remain unchanged. See attached Amendment five.

The purpose of amendment six is to extend the RFQ closign date to 5/8/2026, 1pm EST. All terms and conditions of the RFQ remain unchanged. Please acknowledge and sign all amendment when you submit your proposal before the close of the RFQ. Past Performance questionnaire responses must be emailed to durba.ray@dot.gov directly by the offeror's customer before the RFQ closes. It will not be acceptable if the offeror submits with the Volume II Past Performance factor.

Amendment 7 - Incorporated updated Statement of Work (SOW) to be utilized for this solicitation. This updated SOW replaces previous SOW in the RFQ. See attached Amendment 7 and also attached updated SOW -Amendment 7 for use for your proposal. Second Site visit is scheduled on Tuesday, May 5, 2026 at 9:30am EST at the USMMA, Kings Point, NY. Please email Mr. Milford Roody at milforddr@usmma.edu your request to attend the second site visit by Friday, May 1, 2026 2pm EST. His cell is 516-497-3611. Your proposal must be updated to incorporate the updated SOW requirement. See attachments Amendment 7.With the proposal Attachment - pricing sheet (Excel) must be submitted. Attachment Past Performance Questionnaires response offeror's customer must email to durba.ray@dot.gov directly before the close of the RFQ. Past Performance Questionnaires must not be submitted with the proposals. All three volumes must be separate attachments. Pricing information Volume III must not be in the Volume I Technical proposal.

Amendment 8- Is to extend the RFQ closing date to Monday, May 11, 2026, 1pm EST. Please ensure to submit your porposal based on the updated SOW posted with Amendment 7. All terms and conditions of the RFQ remain the same.

Amendment 9 - Purpose of amendment 9 is to incorporate additional Questions and answers and to extend the RFQ closing date to Friday, May 15, 2026 at 1pm EST. Third and last site visit is scheduled on Wednesday, May 13, 2026 at 9:30am EST at USMMA, NY. Email your request to reserve a space to attend the last site visit on May 13, 2026 at MilordR@usmma.edu; and CalicchioJ@usmma.edu by tomorrow, may 12, 2026 morning 11am EST.
