VISN 2 has a requirement for FDA approved analyzers, reagents and panels available through strategic sourcing priority, Federal Supply Schedule FSC Group 66, III 605-5A, Clinical Microbiology Analyzers.
In accordance with FAR Part 8.405-6, it has been determined that only one source is reasonably available due to the requirements for manual interpretation of both the identification and susceptibilities of organisms and compatibility with the Bruker MALDI; Beckman Coulter s Microscan DxM WalkAway.

Market research was conducted in accordance with FAR Part 10, for instruments available through the priority contracting vehicle (FSC Group 66, III 605-5A) and the functionality required to meet the specific need of VISN2 North Medical Centers. Communication with 605-5A Vendors failed to identify additional instruments with manual interpretation of both the identification and susceptibilities of organisms. VISN 2 North Medical Centers require manual interpretation as an effort to mitigate instrument failures, thus maintaining low levels of downtime and high levels of patient care without delays in reporting results.
Beckman Coulter Inc. is the exclusive manufacturer and sole distributor of Microscan products. Beckman Coulter offers an exclusive connectivity between the Microscan system and the Bruker MALDI via the LabPro-MBT Software. All requiring locations are currently using the Bruker MALDI and require this connection for proper reporting turnaround times.
In accordance with Federal Acquisition Regulations (FAR) this notice of intent to sole source with justification to limit sources, satisfies the public posting requirements.
Veterans Health Administration prohibits the use of gray market items in their Medical Centers. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels.
This notice is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received by no later than 12:00 PM Eastern Standard Time on June 27, 2025. Responses to be submitted to Lindsay Goldsmith, Contracting Officer at lindsay.goldsmith@va.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
