Description

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Johnson Controls to supply the fire alarm system for Cape Cod Space Force Station (CCSFS) Power Generations Microgrid project to be constructed in Bourne, MA.



The Power Generation Microgrid project is to construct a microgrid intended to replace the aging power generation plant and associated infrastructure with all new electrical systems and backup power assets on CCSFS. The CCSFS fire alarm system must be interconnected to and completely compatible with the existing fire alarm system on the campus. The fire alarm system will be connected to and be an extension of the fire alarm system already in place at the CCSFS and Joint Base Cape Cod (JBCC). It is required that CCSFS uses a compatible platform for networking the critical control, monitoring, and audible functions to the existing central Alarm Control Center. CCSFS’s current fire alarm infrastructure is a networked system. These front-end Network Command Centers provide real time information from each building concerning fire events, fire troubles, and supervisory conditions. They also allow for remote control of devices in the field. In order to extend these critical functions to CCSFS, the fire alarm system and hardware for CCSFS must be easily interconnected to and completely compatible with the existing fire alarm system on CCSFS campus and JBCC. The new CCSFS fire alarm system components must provide unhindered transfer and remote viewing of life safety functions such as fire trouble and supervisory conditions as well as fire events from anywhere in the existing system. The CCSFS fire alarm system must have the same language protocol as the existing fire alarm system and the new system must be able to be tested and re-set from any control center in the existing system. Seamless integration with the existing campus wide fire alarm system is a life safety requirement.



The Johnson Controls fire alarm system is the fire alarm system in use throughout CCSFS. It is intended that the fire alarm Control Unit and Network Communications Module provided for CCSFS be the Johnson Controls so that it is the same as and will completely interface with the existing fire alarm system currently in use.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice will be considered by the Government. A determination by the Government to require the brand name for the Johnson Controls fire alarm system for CCSFS procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
