Construction and Operation of TNT Facility

On November 6, 2024, the U.S. Army’s Joint Program Executive Office Armaments & Ammunition and U.S. Army Contracting Command – Rock Island awarded contract W519TC-25-D-0003 with a ceiling of $435,000,000.00 to REPKON USA – Defense, LLC to design, build, and commission a TNT production facility in Graham, Kentucky. The contract was executed as a sole-source undefinitized contract action under the authority of Section 3204(a)(7) of Title 10, United States Code (10 U.S.C. 3204(a)(7)), Subsection 1244(a)(2) of the James M. Inhofe National Defense Authorization Act (NDAA) for Fiscal Year 2023, as amended by Section 1242 of the NDAA for Fiscal Year 2024, Defense Pricing and Contracting Class Deviation 2024-O0005, and Army Federal Acquisition Regulation Supplement (AFARS) 5106.302-7, Public Interest, and AFARS Appendix GG.
