1. Does ESC-20 have any procurement rules on references?
There are no limits on references. References are the vendors choice based on past
work.
2. Does Form 1295 need to be filed once at the RFQ stage, or separately for each
individual district contract executed under the vendor pool?
Yes
3. Is there a page limit or formatting requirement for the narrative sections?
We do not have a page limit or formatting requirements for responses.
4. What is the process for matching districts to approved vendors? Will districts select
from the approved provider pool independently, or will TEA/ESC-20 facilitate
assignments or recommendations?
Districts will select three preferred vendors from the approved list when they apply
for TSL supports, and TEA will facilitate assignments based on demand and vendor
capacity.
5. The RFQ notes that an awarded vendor may have up to approximately three
contracts. Is this intended as a planning assumption or a maximum limit? If a limit
exists, does it apply annually or across the full contract term?
That information is intended as a planning assumption. We do not have a maximum
limit of awards as that will be driven by district preference and vendor capacity as
indicated in the RFQ submission.
6. What level of onsite presence should vendors anticipate for strategic planning and
performance management engagements, including district visits, executive
coaching, learning events, and other required activities?
We expect vendors to plan for at least a monthly onsite visit at minimum for district
meetings related to strategic planning and performance management. Additionally,
vendors would be expected to attend a fall or spring Learning Lab Event and the
annual Kickoff event alongside the district.
7. Can you provide additional information regarding the Approved Vendor Training,
including anticipated duration, delivery format, required participants, expected time
commitment, and any ongoing training requirements?
We will offer general overview sessions of the Texas Strategic Leadership content in
a virtual setting beginning in November/December. Those will be recorded for
anyone unable to join the live session. Once contracts are awarded, we will
schedule a series of virtual trainings beginning in December of 2026 through
February of 2027. Training sessions are typically held from 9:00 AM to 3:00 PM twice
per month. We will have a final training schedule for all approved providers in early
October.
8. What responsibilities will approved vendors have related to the TSL Kickoff
Conference and Learning Lab Events (e.g., attendance, facilitation, presentations,
planning support, coaching, deliverables, and preparation time)?
Approved providers who have an executed contract with a district will co-facilitate a
breakout session alongside their district(s) upon request. Requirements and
expectations will be shared in the December training. Please note not all districts
will present at each event.
9. Within the Relevant Experience section, how should vendors distinguish between
Demonstrated Success, Strategic Plan Development, and Performance
Management? Are evaluators seeking distinct examples and evidence in each
subsection, or may examples be repeated where relevant?
Vendors can organize responses in the manner they desire as long as evaluators can
clearly identify all aspects of the required components are included. Examples may
be repeated if they are relevant for more than one component.
10. Since this RFQ establishes an approved provider pool, at what stage will vendors be
required to submit pricing, budgets, or scopes of work for individual district
engagements?
This will be a deliverables-based contract. All deliverables have standard pricing
that will be used by all approved providers. This can be found in the slides from the
webinar.
11. Approximately how many districts or charter systems are anticipated to participate
in the Strategic Planning cohort and the Performance Management cohort during
the initial contract period?
We anticipate awarding a total of 20 districts for the 26-27 school year which would
be approximately 10 districts in the Strategic Planning and Performance
Management Pathway and 10 districts in Performance Management Only.
12. Can ESC-20 clarify whether the “Profit as a Separate Element of Price” provision (2
CFR 200.323(b)) will apply to contracts resulting from this RFQ, including
subsequent district-level engagements under the Texas Strategic Leadership
program?
We do not anticipate that it will.
13 Is 2623003 Texas Strategic Leadership Approved Provider (linked on the Region 20
Purchasing Open Bids) the full bid documentation package?

14. Are there word count or page limits to any portion of the proposal?
No
15. Is the intention of the strategic planning cohort for participating districts to
complete an end-to-end strategic planning process culminating in a board approved
strategic plan? And should an approved vendor produce a formal strategic planning
document as a final deliverable?
District selected to engage in the Strategic Planning and Performance Management
Pathway will complete a strategic plan that is approved by the school board. All
deliverables will be submitted according to the TEA-provided templates and
guidance.
16. Will all cohort participant districts be on the same schedule starting in
January/March (as applicable)? Or will some begin later within the cohort window
leading up until May?
All participating districts will be on the same schedule based on the support
pathway they are awarded.
17. Will districts receiving both contract types incorporate the strategic planning
direction/priorities into their performance management routines? Districts awarded
Strategic Planning and Performance Management support will first develop a
strategic plan and then engage in the implementation and performance
management of that plan.
18. Are you looking for partners to share a budget, and if so, in what format?
Responding vendors do not need to provide a budget. This will be a deliverables-
based contract. All deliverables have standard pricing that will be used by all
