RFQ #FA4877-26-Q-A037

48 RQS Supply Bench Stock Equipment

i. This is a solicitation for commercial items prepared in accordance with the format in FAR Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

ii. Solicitation FA4877-26-Q-A037 is issued as a Request for Quotation (RFQ).

iii. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-06 effective 1 October 2025, DFARS provisions and clauses in effect 11/10/2025, and DAFFARS provisions and clauses in effect 10/16/2024.

iv. This procurement is being issued as a Women Owned Small Business Set-Aside. The North American Industry Classification System Code is 339920 with a size standard of 750 employees.

v. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

vi. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following:

vii. The government will place an order with the quoter whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the quoter’s capability statement to procure the defined equipment items or equal equipment items.

viii. Important Dates/Times (All Times are Eastern Time)

a. All questions must be submitted by 17 February 2026 12:00 PM

b. All quotes must be submitted via email by 19 February 2026 12:00 PM

ix. It is the responsibility of the quoter to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the quoter to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

xii. Quotes must include the following information: Company Name, Company Address, CAGE Code, Small Business Type. Quotes must not exceed 4 pages (including cover page).

xiii. 52.212-2 Evaluation-Commercial Products and Commercial Services (Nov 2021)

a. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) technical capability of the service quoted to meet the Government requirement;

(ii) price;

The lowest priced quote will be evaluated for technical acceptability and best value to the Government. If found technically acceptable and found to be the best value award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable quoter. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Quotes that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

b. Past Performance: will not be evaluated.

c. Options. N/A

d. A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
