Pursuant to Subchapter A, Chapter 111, Section 111.0045 of the Texas Tax Code, the Texas Comptroller of Public Accounts (“Comptroller”) announces its Request for Qualifications RFQ 239b (“RFQ”) from qualified independent persons or firms to perform tax compliance examination services that meet the requirements of Section 111.0045, of the Texas Tax Code, administrative rules as codified at 34 Texas Administrative Code §3.3, procedures established by Comptroller under that statute, and other applicable law. For clarification, such services do not include any attestation services or rendition of an opinion of any nature by any such contractors. Under this RFQ, Comptroller reserves the right to select and contract with one or more persons or firms to conduct these examinations on an as-needed basis. If approved by Comptroller, the contractors will be expected to begin performance of the contract on or about September 1, 2025, or as soon thereafter as practical. No minimum amount of examinations or compensation is guaranteed to any selected contractor.

The anticipated Schedule of Events is as follows: Issuance of RFQ – April 16, 2025, after 10:00 a.m. CT; Questions Due – April 25, 2025, 2:00 p.m. CT; Official Responses to Questions posted – May 2, 2025, or as soon thereafter as practical; Statement of Qualifications Due – May 16, 2025, 2:00 p.m. CT; Proof of Insurance Due – August 1, 2025; Contract Execution – August 15, 2025, or as soon thereafter as practical; Commencement of Work – on or soon thereafter September 1, 2025.

Any changes to this solicitation will be posted on the Electronic State Business Daily (“ESBD”) as a RFQ Addendum. Comptroller reserves the right, in its sole discretion, to modify this schedule of events. Notice of changes will be posted on the ESBD. The complete RFQ is attached to this posting. Closing Date: Statement of Qualifications must be submitted in accordance with instructions in the RFQ and received via email to contracts@cpa.texas.gov no later than 2:00 p.m. (CT), on Friday, May 16, 2025. Late statements of qualifications will not be considered. It is the responsibility of interested parties to periodically check the ESBD for updates to the RFQ prior to submitting a Statement of Qualifications.
