In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk's 3rd floor office located at City Hall, 777 Cypress
Avenue, Redding, California 96001 prior to 3:00 p.m. PT, Thursday, September 17, 2026, for
furnishing the City of Redding a proposal for the Redding Power Substation Bay 6 & 7 Transformer
Bushing Replacement Project per the attached scope of work and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 p.m. PT, on Thursday, September 17, 2026, in
the designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The proposer shall provide the original (unbound), two (2) copies and a USB drive with a
PDF copy of the proposal. Electronic submission of proposals will not be allowed. One (1) set of
the Fee Proposal is to be submitted in a separate, sealed envelope. Proposal package may be
obtained from the City's website,
https://www.cityofredding.gov/government/departments/purchasing/bid_opportunities.php. The
City will award any resulting contract in a manner consistent with the City Purchasing Ordinance.
The cut-off date and time for receiving questions regarding this bid is 5:00 p.m. PT, on
Friday, September 4, 2026. All inquiries must be made in writing and may be submitted to the

TRANSFORMER BUSHING REPLACEMENT PROJECT
(Bid Schedule no. 5705)
GENERAL
The City of Redding Electric Utility (REU) wishes to establish a contract with a qualified
contractor to perform work to replace two (2) GSU transformers low voltage and neutral
bushings and install one set of high voltage bushings at the Substation Bay 6 & 7, located at the
Redding Power Plant. Site address is 17120 Clear Creek Road in Redding, California.
The Contractor shall furnish all labor, parts, materials, tools, and equipment to perform all the
work required in the Scope of Work below in a good and workmanlike manner, in strict
accordance with the Contract Documents, and to the satisfaction of the project manager as stated
herein. REU will provide new high voltage bushings for Bay 6 GSU to be installed by contractor
during this project. Both transformers will be removed from service prior to start of work, work
can immediately commence on second unit upon completion of first unit.
SITE INSPECTION
A site inspection has been scheduled for:
September 1, 2026, at 9:00 am
Meet at the Gate Guard Shack of the Redding Power Plant, located at
17120 Clear Creek Road, Redding, California, 96001.
Attendance is highly recommended. No alternative site inspection will be conducted.
SCOPE OF WORK
The contractor to provide and/or perform work for the following:
These two GSU transformers are equipped with Trench Electric COTO type OEM low voltage
and neutral bushings which have been identified as at risk of failure in high ambient temperature
environments. Replacement bushings shall be of another manufacture clearing stated in bid
proposal. Preferred bushing manufacture is ABB/Hitachi, other manufactures will be considered.

Objectives
Increase the reliability of these transformers by replacing the Trench COTA type
bushing with an equivalent manufacture's type bushings of comparable ratings.
Remove, reinstall and regasket the high voltage bushings during this work.
Perform required testing to ensure the reliability of transformers following
upgrades.
Detailed Tasks and Deliverables
REU will provide the following:
Access to site and an escort / observer during time at site
One site Power Plant Safety Training - 2-hour training prior to start of work.
Transformers out of service and clearance in place to safely work on deenergized
equipment
Replacement HV bushings (Hitachi / ABB) for Bay 6, Bay 7 HV bushings will be
re-installed
Substation Personnel Protective Grounds will be in place in accordance with
REU's standards
REU personnel will remove and install high and low voltage transformer bus prior
to start of work
Will receive and stage delivered material and equipment prior to start of work
REU will dispose of replaced bushings
120VAC 20A single phase power supply
Portable sanitation facilities and washing station for use
Will provide a report on oil PCB test prior to work, if requested
Contractor to supply:
Pre and post electrical test to include but not limited to PF, TTR, DC Winding,
Core Ground Test, Oil DGA and Chemical Test
Research and procure required replacement bushings (HO, X1, X2, X3) for both
transformers
Regasket all removed bushings with new material
Provide equipment and storage for oil handling as proposed in bid
Provide required secondary containment for stored oil as proposed

Manpower, equipment and parts necessary for job
Provide dry air or N2 as needed
Provide and conform to Confined Space Entry requirements, included rescue
provisions as needed
Contractor to be descriptive in their approach and method of oil handling and processing of oil to
achieve objectives.
Provide a detailed work schedule including crew size and equipment with the pricing proposal.
All parts and material must be received or on hand prior to scheduled start date.
The Contractor may use portable toilet facilities that located within the Power Plant property.
WORK SCHEDULE
The project will be performed and supported by REU during the scheduled Plant outage in
April of 2027. Specific onsite dates will be determined at a later time, closer to the planned
work.
Contractor shall start work at 0730 hours and work to a time greater than eight hours, and until a
convenient stop work period in regard to job scope. Work can be scheduled and supported for
Saturday and Sunday, if needed.
CLEAN UP
Contractor shall keep all work areas clean each day. Contractor shall lawfully dispose or recycle
all debris accumulated from this project.
LICENSE REQUIREMENT
The City of Redding will not accept a bid from a contractor who is not licensed in accordance
with the provisions of the California Business and Professions Code, 7000 et seq.
Contractor shall possess a "A", or other applicable license at the time the proposal is
submitted.
Contractor shall be registered with the California Department of Industrial Relations
https://services.dir.ca.gov/gsp
Contractor shall possess or obtain a City of Redding Business License.
This project is subject to compliance monitoring and enforcement by the Department of
Industrial Relations. The general prevailing wage rate of per diem wages, holidays, and
overtime work for each craft, classification, or type of workmen needed to execute the contract
are established by the State of California, Department of Industrial Relations and are available on

BOND REQUIREMENTS
Bid Security - The awarded contractor shall provide payment and performance bonds as
described below. Said bonds shall be secured from a responsible surety able to issue coverage in
California. To verify if your surety is admitted to issue coverage in California, please check with
the California Department of Insurance,

The "Payment Bond" (Material and Labor Bond) shall be for not less than 100 percent of the
contract price, to satisfy claims of material suppliers and of mechanics and laborers employed
by it on the work. The bond shall be maintained by the Contractor in full force and effect until
the Work is accepted by the Agency, and until all claims for materials and labor are paid and
shall otherwise comply with the Civil Code.
The "Performance Bond" shall be 100 percent of the contract price to guarantee faithful
performance of all work, within the time prescribed, in a manner satisfactory to the Agency, and
that all materials and workmanship will be free from original or developed defects.
The amount of the "Maintenance Bond" shall be for 50 percent of the final contract price. The
Maintenance Bond shall be submitted on the form contained in these specifications or on a form
which conforms to it prior to release of final payment for the work.
The Payment, Performance and Maintenance Bonds shall be submitted on the appropriate form
contained in this solicitation.
PROPOSAL FORMAT
The proposal shall include, as a minimum, the following information in the order shown
below:
1. Cover/Transmittal Letter - Letter is to be signed, in ink, by a member of the
organization having the authority to negotiate and execute contracts on behalf of the
firm. Cover letter must acknowledge receipt of all addenda by number, if any were
issued (if in doubt, check Purchasing's webpage at
https://www.cityofredding.gov/government/departments/purchasing/bid_opportunities.php).
2. Project Understanding - This section should outline the consultant's basic
understanding of the project. It should identify key issues to be addressed during the
project with any insights or innovative ideas the consultant can provide for
addressing those issues. Clearly state the methodology to complete the work,
specifically to oil handling techniques. Contractor is required to supply specific
parts and must provide past experiences obtaining such materials and the suppliers
with whom you worked.
3. Scope of Work - Describe the work plan that you intend to use to complete the tasks
listed in the Scope of Services. Note any changes/deviations or additions to the work
descriptions that may have been overlooked or that help clarify the work tasks.

Deviations which demonstrate a clear benefit or advantage to the City may receive
special consideration.
4. Related Experience - Include all projects in progress or completed over the last five
(5) years by your firm that are comparable to this project. Highlight designated
personnel and their roles on these projects. Indicated the specific relationship to the
project if other than the principal firm. Include agency references with names,
addresses, and current phone numbers.
5. Responsible Personnel - List the Project Manager, Resident Engineer, and key
project staff who will be directly involved in this project. Professional
qualifications, registration numbers, and applicable experience of each person are
required, together with the hours that each is committed to the project. Indicate
the role this person had on the projects listed in the Related Experience section
above, if any. Include all anticipated subconsultants, listing names, address,
telephone numbers, key personnel, and the expected hours to be committed to the
project. A project organizational chart of key personnel shall be included. Every
person whose resume is provided shall be shown on the organizational chart.
Resumes of people who are not shown on the organizational chart will not be
considered. Personnel in responsible charge of construction engineering and
administration shall be registered engineers in the State of California.
6. Contractor's Responsibilities/Subcontractor Forms - Fill out attachments 3 and 4
and submit with your proposal.
7. Consultant Fee - In a separate sealed envelope, present one (1) set of
documentation for the estimated fee for the services described in the Scope of
Work. The cost estimate shall be broken down by task, man-hours per task,
different personnel classifications per person-hour, provide a total cost per task,
subcontractors fees, expenses, and a total not-to-exceed amount for the entire project.
Fees shall include all markups, overhead, taxes and profit. The estimated fee shall be
submitted in a sealed envelope along with copies of the proposal and shall not be
opened until the interview process has been completed. The fee shall not be a
scoring factor in the evaluation of the consulting firms. Do not state cost for
services anywhere in the proposal.
PROPOSAL SUBMITTAL
Pages in the proposal shall be typed and double-sided with the maximum number of pages
of the proposal information (excepting cover sheet, cover letter, resumes, blank pages, and
table of contents) to be limited to ten (10) pieces of paper (20 pages). Only the specifically
requested information shall be submitted. Promotional or other unsolicited material shall
not be submitted. If a contractor recognizes a superior method of accomplishing a specific
task or item, the contractor's fee shall reflect the City's requested work, and a cost
increase/savings for the more-efficient method shall be noted separately.
The contractor shall submit an original (unbound), two (2) bound copies and a USB drive
with a PDF copy of the proposal in a sealed box or envelope clearly marked with the

consultant's name and the description "Proposal for Substation Bay 6 & 7 Transformer
Bushing Replacement Project, RFP Schedule 5705" The proposals shall be delivered to
the City Clerk's Office by the time and date noted on the cover sheet of this RFP. A single
set of the Consultant's fee schedule for the services required in this proposal shall be
submitted, along with the copies of the proposal in a separate sealed envelope with the
same notation as in the proposals. The sealed envelope will not be opened until after the
Consultants have been ranked.
Late submittals, submittals to the wrong location, or submittals with inadequate copies are
considered nonresponsive and may be rejected. The City reserves the right, at its sole
discretion, to waive any minor irregularities found in the proposals.
EVALUATION CRITERIA
City of Redding City Manager Policy 22-03 establishes the method of selecting a Consultant
to perform the work on the project. A Review/Selection Committee made up Engineering
personnel will evaluate the Consultants based on the proposals and the following items:
Understanding of the project/scope (20 points)
Team experience; similar project; working with the City (25 points)
Qualifications and experience of project team members (15 points)
Project schedule; financial responsibility (15 points)
Project management plan (15 points)
If necessary, an oral interview to determine which Consultant is best qualified to perform the
work for this project. The Committee will then determine the ranking of the contractors at
which time the contractor fee envelopes will be opened and tabulated. The contractor fees
will be evaluated to determine if the amount of the fee is considered a reasonable cost for the
work. If the top ranked contractor's fee is reasonable, the Committee will make a
recommendation to the City Manager. If the top ranked contractor submits a fee that is not
considered a reasonable cost for the work and the contractor is unable to lower the fee to an
acceptable level, the City reserves the right to bypass the top ranked contractor and negotiate
with the second ranked contractor. The City Manager may require additional information
prior to awarding and entering into a contract with the selected contractor.
STANDARD GOODS PURCHASE AND SERVICE AGREEMENT
The contractor selected to provide the scope of services shall use the City of Redding's
standard goods purchase and service agreement (see attached draft). By submitting a
proposal for the work, the contractor agrees to utilize the City's contract. Pay close attention
to the insurance requirements indicated in Section 14 of the contract shell.
