The City of North Pole is seeking proposals for the plowing and/or removal of snow and hardpack from approximately 19.5 miles (39 lane miles) of city streets plus city facilities. In addition to the attachments identified above, this proposal package contains a Contractor Proposal Form, Attachment A (City Streets and Facilities to be Plowed), Attachment B (Special Plowing Instruction), Attachment C (Alternative #1, #2, #3, not required to bid), and Attachment D (standard contract). 2026-2027 SNOW PLOWING REQUEST FOR PROPOSAL

The City of North Pole is seeking proposals for the plowing and/or removal of snow and hardpack from

approximately 19.5 miles (39 lane miles) of city streets plus city facilities. In addition to the attachments

identified above, this proposal package contains a Contractor Proposal Form, Attachment A (City Streets

and Facilities to be Plowed), Attachment B (Special Plowing Instruction), Attachment C (Alternative #1, #

2, #3, not required to bid), and Attachment D (standard contract). Bids are due to the North Pole City Hall

by 2:00 p.m., Friday, September 4th, 2026.

I. SCOPE OF WORK

1. The scope of work entails the plowing and/or removal of snow and/or hardpack from all City streets

and City facilities (listed in attachment A and Attachment B) pursuant to the order and instructions

in Attachment B on an as requested basis. It is the Contractor’s responsibility to familiarize

themselves with the City’s streets and alleys, the parking lots of City facilities, and this Scope of

Work in preparation of their proposal.

2. Response Times and Timely Completion of Work. Upon award:

A. The Contractor must be available to plow/remove snow at any time of the day or night. The

Contractor agrees by submitting its proposal, they shall begin snow removal within 24 hours

or sooner after notification has been given. The City would prefer that snow plowing started

around 2am and complete before 8am, but not required.

B. The Contractor is allowed thirty-six (36) hours from the time plowing commences to complete

plowing of all City streets and facilities.

C. Response and completion times may be extended by the City, in its sole discretion, under

extraordinary circumstances but in no case will this time be extended because of the

Contractor’s obligation or decision to provide services to another client. The Contractor shall

not be excused from timely performance because of other commitments. Compliance with

these time limits is a material term and failure to comply with these time limits may, at the

option of the City, be deemed a material breach.

3. Coordination and Traffic Control Neighborhood Notification Plan.

A. The Contractor is responsible for coordinating work with the North Pole Police Department

and the North Pole Fire Department to ensure that public safety vehicles and apparatus have

access to the streets during the performance of the work.

B. All work must be performed using a City-approved Traffic Control Neighborhood Notification

Plan (TCNNP). The Proposer must submit a TCNNP along with their proposal. The TCNNP

must explain how the Contractor plans to control traffic in the neighborhoods during plowing

operations and the means and methods the Contractor will use to provide residents with

advance notice. The purpose of this requirement is to ensure, to the maximum extent possible,

that no children or adults are present on or around snow piles or the roadway during

snowplowing activity. Advance notice will also help to inform residents and encourage them to

remove vehicles from the roadway.

C. The City may consider the proposed TCNNPs in evaluating and ranking proposals.

4. Other Specifications and Requirements Relevant to Scope of Work.

A. No more than one (1) inch of snow, hardpack snow, or ice shall remain on the roadway surface

after each call out for snow plowing.

B. Any requested hardpack removal shall be cleared to the ground surface. The Contractor and

designated City representative may negotiate a multi-phased removal of the hardpack to take

advantage of periods of daylight and temperature that facilitate hardpack removal.

C. The cleared width shall not be allowed to narrow as consecutive plowings occur. If Contractor

must push snow back during the winter to maintain roadway width, this work shall be at the

Contractor’s expense.

D. Snow berms shall be winged back at road intersection radii to a maximum height of thirty (30)

inches as measured from the roadway centerline to ensure clear sight distances.

E. Contractor shall provide a front-end loader to remove berms concurrently with the plowing of

snow. Any berms or residual berm blocking driveways or located in front of fire hydrants

(regardless of setback), sewer lift stations, and cluster mailboxes shall be removed within an

hour after plowing.

F. No snow shall be dumped within ten feet of any pipe bollards.

G. The roadway surface shall be cleared of snow from roadway shoulder to roadway shoulder each

time roadways are plowed.

H. Special Plowing Instructions are attached as Attachment B.

I. If snow is removed (as opposed to plowed) Contractor shall provide their own snow disposal site.

II. MINIMUM EQUIPMENT REQUIREMENTS

1. The minimum equipment required to bid on this proposal consists of: (i) one motor grader with a

minimum gross weight of 34,000 lbs, (ii) one 4-wheel-drive front-end loader with a minimum two (2)

cubic yard bucket size, (iii) chains for grader and loader drive wheels when necessary, (iv) a snow gate,

and (v) necessary equipment to remove hardpack snow and ice from the roadway (e.g., an ice cutting

edge).

2. The City reserves the right to evaluate equipment and reject a proposal if, at the sole discretion of

the City, the equipment is inadequate for full performance.

III. EVALUATION FACTORS

1. Proposals will be ranked, weighted, and scored according to the following equal criteria:

A. Cost of Services. These are weighted as follows: snow plowing cost 80% and hard pack

removal 20%. To the extent the RFP requires prices for other work, this pricing may be

included in a contract but will not be included as an evaluation factor.

B. Experience. This will be ranked based on previous snow plowing and hard pack removal

experience, including consideration of the similarity of previous work experience to scope of

work. This factor includes the previous experience of the Contractor and that of the employees

who will be performing the work.

C. Past performance. This will be ranked based on the quality of previous work, and previous

contract performance based on the assessments of previous customers.

D. Overall Capacity. This will be ranked based on the equipment and other resources available

to the Contractor that will ensure a timely response to call outs and prompt, efficient completion

of the work.

IV. OTHER TERMS AND CONDITIONS

1. The standard City contract is attached as Attachment D with the other required terms and

conditions. Contractor agrees to the terms and conditions in Attachment D unless the Contractor

specifically proposes alternative language in the proposal. The City may reject a proposal if the

alternative language unreasonably increases the City’s costs or risk exposure, in which case the

City may negotiate with the next highest proposer.

V. PROPOSAL PACKAGE

To be considered, a proposal package MUST include the following three (3) completed items.

1. Contractor Proposal Form

2. Alaska Business License

3. Traffic Control Neighborhood Notification Plan

Should addenda be issued, the proposal form must acknowledge receipt of such addenda.

VI. PROPOSAL SUBMISSION AND ACCEPTANCE

1. Receipt of Bid. Bids must be received by 2:00 p.m., Friday, September 4th, 2026, at the North Pole

City Hall, 125 Snowman Lane, North Pole, Alaska 99705. Bids will be opened and made public at

that time. It is the sole responsibility of the contractor to see that their proposal is submitted on time.

Any proposal received after the scheduled opening time will not be considered and will be held

unopened. No responsibility will be attached to any officer or City employee for the premature

opening of or failure to open a proposal that is not properly addressed and identified.

2. Right to Reject or Cancel. The City of North Pole reserves the right to reject any or all bids, to

waive any informality in the procedures, or to cancel the solicitation if it is in the best interest of the

City. The City shall have the right to reject any proposal from a contractor determined by the

City, at its discretion, to be not responsible or not qualified to perform the proposal specifications.

A determination that a contractor is not responsible may be made solely based on previous failures

to perform properly or to complete contracts.

3. Addenda. If any addenda are issued pertaining to the proposal documents and subject addenda are

not acknowledged, the proposal will be considered non-responsive. The Proposal Form provides a

space for acknowledgement of receipt of addenda.

4. Form of Delivery. All proposals shall be made on the forms provided by the City of North Pole or

copy thereof and shall be signed by the contractor with signature in full. Due to the confidential

nature of the proposal process, telegraphic or electronically received proposals will not be considered.

Each proposal MUST be enclosed in a sealed envelope and clearly marked 2026-2027 Snow

Removal RFP and addressed to:

5. Withdrawal or Modification of Proposal. Any Proposer may withdraw, modify, or correct their

proposal after it has been delivered to the City of North Pole. Such requests for withdrawal,

modifications, or correction must be received by the City in writing, in a sealed envelope with bidder’s

name describing whether it’s a modification or withdrawal request, before the time set for the opening of

proposals. The original proposal, as modified by such written means will be considered; the

proposal submitted by the contractor must include, withdrawal, modification, or correction with the

signature of the proposer and placed in the mail or hand delivered and received by the submission

date and time prior to the date and time set for the proposal closing. The City of North Pole

expressly reserves the right to reject any and all proposals and to not award the proposed agreement,

if it is in the City’s best interest.

VI. NOTICE OF INTENT TO AWARD AND NOTICE OF AWARD.

As provided in NPMC 4.16.040, award shall be made to the responsible offeror whose proposal is

determined in writing to be the most advantageous to the City taking into consideration price and the

evaluation facts set forth in the request for proposals. Award of the contract, for the Proposal or for the

Proposal plus any or all of the proposed alternates, is at the sole discretion of the North Pole City Council.

Upon authorization of the proposal and/or any combination of the alternates, the Proposer will be sent a

Notice of Intent to Award. The Proposer will have ten (10) business days to submit the following four (4)

items:

1. Performance Bond

2. Proof of Insurance

3. City of North Pole Business License

4. Approved Traffic Control/Neighborhood Notification Plan

Failure to submit these items within this timeframe may lead to the city’s acceptance of another lower-

ranked proposer.

Upon acceptance of the Performance Bond, Proof of Insurance, City of North Pole Business License, and

approved Traffic Control Neighborhood Notification Plan the Proposer will receive a Notice of Award and

provided with a contract for signature.

2. PRIOR EXPERIENCE. Please describe the Proposer’s prior experience with snow and hardpack

plowing and removal (list dates, description of work and identification of client) and identify and list all

employees who will be performing the Scope of Work. For each employee provide their resume which

specifically and fully identifies that employee’s relevant experience. All descriptions of prior experience

by contractor or by employee shall specifically identify, if any, experience similar to the scope of work

required here (e.g., plowing/removal of snow/hardpack on city streets and/or governmental facilities in

Interior Alaska).

3. PAST PERFORMANCE. Please provide at least three references who can attest to the quality of your

previous snow plowing and removal work and whom you authorize to provide to the person or person’s

ranking your proposal with their candid evaluation and assessment of your previous contractual

performance. If you performed this work for the City in the past 10 years, the city must be specifically listed

as one of your references.
