Project: Helicopter Landing Area Pavement Maintenance
1. General
The Contractor shall furnish all labor, supervision, equipment, materials, traffic control, and incidentals necessary to repair and preserve approximately 137,000 square feet of asphalt pavement utilized for helicopter landing, taxiing, staging, and associated vehicle operations.
Work shall include cleaning and sealing asphalt cracks, routing cracks where required, saw-cutting and replacing deteriorated pavement sections, disposal of waste materials, and final cleanup.
2. Crack Sealing
The Contractor shall:
• Inspect all asphalt pavement and identify cracks suitable for sealing.
• Mechanically clean all cracks using compressed air, wire brushes, and/or hot air lance.
• Route working cracks where required to provide a uniform sealant reservoir.
• Remove all vegetation, loose debris, and moisture prior to sealing.
• Apply hot-pour rubberized asphalt crack sealant meeting ASTM D6690 (Type II or approved equal).
• Strike sealant flush with the pavement surface to minimize foreign object debris (FOD) hazards.
• Remove excess sealant from the pavement surface.
• Ensure to seal the cracks on the joints between the asphalt and concrete as these areas consistently gets both water intrusion and weed growth.
Cracks less than approximately 1/8 inch wide that cannot be effectively sealed may be omitted unless otherwise directed.
3. Asphalt Pavement Repairs
The Contractor shall repair failed pavement areas including:
• Alligator cracking
• Rutting
• Surface failures
• Potholes
• Base failures where identified
• Severely deteriorated asphalt
Repairs shall include:
• Saw-cutting repair areas to neat vertical edges.
• Removal and legal disposal of failed asphalt.
• Inspection of the base course.
• Replacement or recompaction of aggregate base where necessary.
• Application of tack coat to all vertical edges.
• Placement of hot-mix asphalt in lifts as required.
• Mechanical compaction to achieve required density.
• Finished surface shall match adjacent pavement grade and provide a smooth transition suitable for helicopter operations.

4. Patch Quantities
The exact quantity of asphalt repairs is unknown.
The Contractor shall provide a unit price per square yard for partial-depth asphalt repairs as the contractor believes is needed.
The Contractor shall provide the # of square yards that it sees as needed to meet scope of the partial-depth asphalt repairs.
Upon completion:
• No depressions, bumps, or abrupt transitions exceeding 1/4 inch measured with a 10-foot straightedge.
• Surface shall be free of loose aggregate and debris.
• Surface shall be suitable for helicopter operations without creating Foreign Object Debris (FOD).
5. Pavement Seal Coating
Following completion of all crack sealing and asphalt repairs, the Contractor shall apply a coal tar emulsion or asphalt emulsion pavement sealer, as approved by the Owner, to the entire 137,000 square feet of asphalt pavement.
The Contractor shall:
• Thoroughly clean the pavement of dirt, dust, vegetation, oil, grease, loose material, and other contaminants.
• Treat oil-contaminated areas with primer or remove and repair the affected pavement as directed.
• Protect all adjacent concrete, structures, signs, lighting, drainage structures, and pavement markings from overspray or tracking.
• Apply two (2) uniform coats of pavement sealer in accordance with the manufacturer’s recommendations using spray or squeegee application.
• Allow sufficient curing time between coats.
• Barricade the area and prevent all traffic, including aircraft and helicopters, until the sealer has completely cured.
• Reapply all pavement markings that are obscured or removed as part of the work.
5.A Quality Control:
• The finished surface shall exhibit a uniform appearance, be free of streaks, puddles, tracking, or missed areas, and shall not create a Foreign Object Debris (FOD) hazard.
6. Pavement Markings
Where pavement markings are damaged, covered, or removed during crack sealing, pavement repairs, or seal coating, the Contractor shall reinstall all markings to match existing layout, dimensions, colors, and reflectivity requirements.
The completed seal coat shall provide a durable, uniform protective surface suitable for helicopter operations and shall not create a Foreign Object Debris (FOD) hazard.
7. Quality Control
The Contractor shall:
• Protect completed work until cooled and ready for traffic.
• Prevent contamination of adjacent pavement.
• Remove all excess sealant and asphalt debris daily.
• Leave the project site clean and ready for aircraft operations at the conclusion of each work period.
8. Coordination
Work shall be coordinated with the AASF team and the CFMO to minimize impacts to helicopter operations.
The Contractor shall schedule closures in advance and reopen operational areas at the end of each approved work period unless otherwise authorized.
9. Measurement and Payment
Payment shall include all labor, equipment, materials, disposal, cleanup, mobilization, and incidentals necessary to complete the work.
10. Bid Information

• Remove inches and repave areas of pavement in both ALPHA and BRAVO area
• Route to base layer and repair before repaving for large cracks
***OPTION B***
• Only remove and replace inches of pavement in area ALPHA.
• Include BRAVO as crack routing and sealing only
• This will increase crack routing and sealing and decrease pavement replacement yardage.
