This Addendum forms part of the Contract Documents and modifies and clarifies the original
Bidding Documents dated August 3, 2026. Bidders shall take cognizance of the items
contained herein and include in their bid. Bidders shall acknowledge receipt of this Addendum
in their Bid Proposal Form. The following items shall be considered part of the Contract
Documents for the above referenced project and shall take precedence over any conflicting
statements contained therein. Revise all other notes, schedules, details, elevations, and
sections as required.

GENERAL INFORMATION:
AD 1.01 A Non-Mandatory Pre-Bid Conference was held October 1, 2026, at the project site.
Included herein is a copy of the attendees sign-in sheet, for reference.
AD 1.02 Contractor Questions: All questions must be submitted in writing via email to Wei
Xiao at wxiao@e-perez.com. The deadline for submitting questions is Thursday
October 15, 2026, 2:00pm.
AD 1.03 There is no change in bid date. Sealed bids will be received for the Orleans Parish
School Board (OPSB) by the Office of Business Partnerships, Suite 5055, 2401
Westbend Parkway, New Orleans, Louisiana 70114, until 2:00 PM on October 22,
2026.
AD 1.04 For the Contractor's convenience, copies of the required post-bid documents are
attached to this Addendum. These documents are also included in the Project Manual.

CLARIFICATIONS:
AD 1.05 Refer to the attached reissued Sheet G1.10, LAYDOWN AREA, for the designated
location of the Contractor's laydown area. An existing stair located on the roof between
the roof hatch and the lobby windows is loose and considered unsafe. The stair shall
not be used by the Contractor or its subcontractors during construction. The Contractor
shall provide an alternate safe means of access as required to perform the Work.
AD 1.06 The 2026-2027 School Calendar is attached for reference. The Contractor shall
coordinate construction activities with the school calendar and shall not perform work
that disrupts school operations during scheduled testing periods. Coordinate specific
work restrictions and access requirements with the Owner and school administration.
AD 1.07 Prior to commencing the Work, the Contractor shall perform water testing of the
existing lobby window assemblies and adjacent construction to determine the locations
and sources of water intrusion. The Contractor shall document the test results and use
the findings to coordinate and perform the required repair work.
QUESTIONS:
AD 1.08 QUESTION: Will water damaged gypsum soffit be repaired.
ANSWER: Yes. Repair damaged areas of the existing gypsum soffit as indicated, and
prepare and repaint the entire gypsum soffit. Remove loose and peeling paint, sand
and prepare existing surfaces, apply primer, and apply two coats of paint to match the
existing adjacent color and finish. Refer to reissued Sheet A2.00 - WALL SECTIONS &
DETAILS for repair requirements and details.
REVISED DRAWINGS:
AD 1.09 A1.00 - FLOOR PLAN & ELEVATIONS
Downspouts have been revised to extend to and discharge into the existing roof drains
and roof scuppers, as indicated on the reissued drawing.
AD 1.10 A2.00 - WALL SECTIONS & DETAILS
Revised sheet to include replacement of damaged gypsum board soffits and walls throughout
the lobby, including surface preparation, priming, and repainting to match existing
finishes.

MEETING MINUTES
This meeting was a non-mandatory pre-bid conference for the subject project. It was held at
Lake Forest Elementary Charter School, located at 11110 Lake Forest Blvd., New Orleans,
LA 70128, on 10/01/2026 at 10:00 a.m. The meeting began with introductions by the
attendees.
Project Overview:
Wei Xiao briefly reviewed the project scope of work, which generally includes removal of the
existing windows as indicated in the drawings; raising the existing window sill by adding
structural steel; installation of new windows; extension of the existing roof eave and rake;
and associated removal and replacement of standing-seam metal roofing required to
accommodate the structural modifications.

Removal of the existing Siplast modified-bitumen roofing adjacent to the windows will also
be required to properly reflash the window sill conditions.
Wei Xiao noted that minimizing disruption to ongoing school activities is one of the key goals
of the project and that the existing Siplast roof warranty shall be maintained. Ray Lauga
added that a Siplast-certified roofing subcontractor is required to perform work affecting the
existing roofing system in order to maintain the existing roof warranty.
Site Conditions:
Ray Lauga noted that a portion of the courtyard may be used as the Contractor's laydown
area.
The Contractor shall coordinate roof access with Sylvester Johnson.
Bid Requirements:
Wei Xiao confirmed that the bid opening date is October 22, 2026, at 2:00 p.m. The deadline
for submission of bidder questions is Thursday, October 15, 2026, at 2:00 p.m. Questions
shall be submitted via email to procurement@nolapublicschools.com, with Wei Xiao copied
at wxiao@e-perez.com.
The final addendum will be issued prior to Monday, October 19, 2026, at 2:00 p.m.
Wei Xiao also noted that the required post-bid documents will be included with an
addendum. Ray Lauga explained that these documents are being provided to help the
selected bidder understand and submit the required post-bid documentation.
A bidder asked about the project budget. Ray Lauga responded that the anticipated
construction budget is approximately $200,000.
Schedule:
Wei Xiao noted that the construction duration for Substantial Completion is 90 calendar
days, with an additional 30 calendar days for completion of punch list items.
Sylvester Johnson discussed the school calendar and noted that construction activities shall
not occur during designated school testing periods. Ray Lauga noted that the school
calendar will be included in an addendum.

Site Walkthrough:
The group reviewed the existing lobby window conditions from the interior of the lobby. Colin
Early noted that water testing is required prior to construction to identify the source and
location of existing water intrusion at the storefront/window assemblies.
Ray Lauga asked whether repair of the existing water-damaged ceiling paint is included in
the project scope. Wei Xiao stated that the repair work will be added to the project scope.
The group then accessed the roof and reviewed the exterior conditions surrounding the
lobby windows. Colin Early and Kyle Franklin noted that an existing loose stair located
between the roof hatch and the lobby windows shall not be used during construction due to
safety concerns. The Contractor shall provide an appropriate alternate means of access for
construction activities.
Colin Early also noted that the new downspout shall be extended to the roof drain to
facilitate stormwater runoff.
