Design Services for Senior Center

General Information
The City of Brooklyn Park Recreation and Parks Department is seeking a consultant to provide planning
and design services for the renovation of an existing fire station facility to serve as a Senior Center at 5700
85th Avenue North, Brooklyn Park, MN 55443. The consultant selected through this proposal process will
be asked to provide community engagement, conceptual designs, design development, construction plans
and specifications, as well as construction cost estimates based on public, staff, Commission and Council
input.
The Central Fire Station was originally constructed in 1973. The facility was most recently expanded in
2004-05 to approximately 18,000 square feet of finished space made up of vehicle bays, training rooms,
offices, kitchen, and equipment rooms. The Brooklyn Park Fire Department (BPFD) is actively using the
space while a new fire station is being constructed. The new station is expected to be ready in May 2027,
at which time BPFD will transfer operations to the new building allowing for Recreation and Parks to begin
the conversion to a Senior Center.
This project will remediate and renovate an existing fire station into a vibrant, multigenerational recreation
facility, with a primary focus on serving older adults. Upon completion, the renovated building will share a
campus with the existing Community Activity Center, which includes a gym, ice sheets, walking track, and
multi-use banquet spaces. The renovated facility will feature flexible spaces that support both small and
large group classes and gatherings, meeting spaces, hands-on activity areas including a “dirty classroom”
for creative arts, kitchen, multi-use fitness studios, and a fitness equipment room designed to
accommodate all ability levels. There will be informal drop-in spaces that encourage social connection
throughout the day. The project emphasizes creating a welcoming environment capable of hosting multiple
activities simultaneously and maximizing usage by offering varied daytime and evening programming. The
renovation will prioritize universal design principles to ensure full participation for individuals with disability
related needs and those experiencing age-related illness or injury. As the fire station transitions from an
operational hub for the fire department into a public facility, there is a need to create accessible entrances,
a new welcome desk, and office spaces for building staff. These critical renovations and accessibility
improvements will transform a former fire station into an inclusive, dynamic community space that
promotes active living and social connection across generations.
The funding for the development of a new Senior Center is provided by the 2018 Park Bond Referendum.
The selected consultant will utilize the results from the community engagement to create concept designs,
schematic design, design development and construction documents for bidding. Construction
Administration services will be handled in a separate agreement once the final project scope and budget
have been determined. The construction budget for this project is $2,000,000 but may increase based on
community engagement. Staff are also seeking additional funding through grant opportunities. The
construction budget will be dependent on the components included in the final design.
Scope of Work
The project will be managed by the Brooklyn Park Parks and Recreation Department staff, with assistance
from other City departments as needed. The selected consultant is expected to gather input and work
closely with city staff, the Recreation and Parks Advisory Commission, the City Council, existing users, and
the broader community to provide conceptual designs of the new Senior Center; provide a final proposed
design with cost estimates; develop construction plans and specifications within budget parameters.
Community Engagement and Conceptual Design
OBJECTIVE: To evaluate current facility design and its ability to support the conversion to desired
programming space to develop a preferred conceptual design based on the information gathered during
the community engagement process.
SUGGESTED COMPONENTS:
Develop a plan for staff, elected officials, and residents to provide input for the new Senior
Center. A priority shall be placed on the engagement of older adults to be sure their voice is
amplified during the planning process. The City of Brooklyn Park staff can be supportive during
this process, but the consultant must plan to lead and implement the community engagement
process.
Conduct meetings with staff, Recreation & Parks Advisory Commission, City Council, and other
interested parties as necessary.
Develop and coordinate an outreach and engagement strategy including community
meetings, pop-up events, online surveys, social media communication, etc. to effectively reach a
diverse older adult audience reflective of the demographics of Brooklyn Park.
Identify facility and site amenities to support current and future program needs.
Develop a conceptual design showing the primary facility features as informed by the community
engagement process, including the building floor plan with square footage for each space.
Concept Design to a 90% Design
OBJECTIVE: To refine conceptual designs into a single preferred facility design, including
construction cost estimates to remain within project budget.
SUGGESTED COMPONENTS:
Develop a plan for staff, appointed and elected officials, and residents to review conceptual plans
and provide input to determine consensus for the preferred design for a Senior Center.
Conduct meetings with staff, Recreation and Parks Advisory Commission, City Council and other
interested parties to share information at schematic design.
Develop and coordinate an outreach and engagement strategy including a community meeting,
pop-up events, online surveys, social media communication, etc. to provide updates on final
preferred design.
Revise schematic design into final design format for presentation to City Council based on input
from Staff, Commission, City Council, and residents.
Provide construction cost estimates for the preferred design option to ensure design is within
funding available and identify project alternates.
Construction Documents and Bid Preparation
OBJECTIVE: To finalize construction documents and specifications in preparation for sealed bid.
SUGGESTED COMPONENTS:
Develop final design into construction documents submittal levels, each time incorporating input
and comments from previous submittal. All electronic deliverables should be compatible with the
latest versions of software (e.g., AutoCAD, ArcGIS, Microsoft Office) used to create/view/edit the
respective files. All final plan sheets shall be signed by the licensed professional responsible for
design.
Documents must be fully ready for use in the bidding process for a new Senior Center.
Provide answers to all questions received in bidding process.
Proposal Submission Requirements
The content of your proposal should include the following in summary form:
Project Approach and Work Plan
Describe the details for the strategy to achieve the goals and deliverables of each phase. Staff are
seeking a detailed engagement plan with staff, elected officials and the community.
Consultant Identification and Team
Provide the name of the consultant, the consultant’s principal place of business, and the name, telephone
number, and email address of the contact person. Clearly identify team members assigned to this project,
listing their roles and qualifications. Substitutions to the project team after entering into a Professional
Services Agreement must be approved by the City of Brooklyn Park.
Any professional services required but not proposed by the qualified consultant firm must be listed and
rationale should be provided for not including them as part of the proposal.
Related Project Examples and References
Provide recent (within last 10 years) examples of relevant projects, particularly senior center, community
centers or similar facilities featuring universal design completed by the consultant that exhibit the team’s
ability to successfully deliver the services as listed above. Please provide project details and references
for each project.
Hourly Rates
Include an hourly rate schedule for all personnel who may participate in the project.
Schedule
Proposal shall include a milestone completion schedule for each phase. Staff and selected consultant will
agree to a schedule for the deliverables outlined in the scope of work that will be included in the Professional
Services Agreement.
Proposed Fees
Proposals should include a total fixed fee amount for the project on form provided in Attachment B.
Exclusions must be specifically noted. Consultants may include “Value Add” options specifically called out
within the proposal.
Selection Process
A committee of Brooklyn Park staff will review each proposal and select consultant(s) to be interviewed
based on the following criteria:
1. Demonstration of a clear understanding of the needs and scope of work. (20 points)
2. Demonstrated ability to work successfully with various interested parties, including engagement of
the broader community and potential partners. (20 points)
3. Experience, qualifications, and technical competence of the assigned individuals including
engagement with any sub-consultants. (20 points)
4. Past record of performing similar services on comparable Senior Center projects. (20 points)
5. Proposed fees relative to scope of work. (20 points)
Following interviews, staff will identify the selected consultant. The identified consultant will be asked to
enter into a Professional Services Agreement with the City of Brooklyn Park and comply with the insurance
requirements set forth in the General Terms and Conditions listed in Attachment A. The Brooklyn Park
Recreation and Parks Department staff will supervise the project and coordinate the work.

ATTACHMENT A
GENERAL TERMS AND CONDITIONS
CITY OF BROOKLYN PARK
PLANNING AND DESIGN SERVICES FOR
SENIOR CENTER
A. Firm Pricing
Pricing submitted by the Consultant shall remain firm for the life of the planning project.
B. Change in Scope of Contract
The City reserves the right to alter this contract because of task or budget changes. Alterations shall
be submitted in writing to consultant at least fifteen (15) calendar days prior to implementation. The
cost shall be increased or decreased, based on the prices submitted in the proposal.
C. Penalty for Partial Non-Performance
Partial non-performance of the Consultant in terms of the scope of work, as determined by the by the
City shall entitle the City to assess liquidated damages against the Consultant as per the prices
indicated in the proposal(s).
The Consultant shall be liable for liquidated damages, upon a determination by the City that
performance has not occurred consistent with the provisions of the contract scope. The remedy
available to the City under this paragraph shall be in addition to all other remedies, which the City may
have under law or at equity.
D. Termination
This agreement may be terminated upon seven (7) days written notice by either party upon the other
party's failure to timely perform its responsibilities (non-performance) under the agreement. Otherwise,
this agreement may be terminated by either party upon forty-five (45) days written notice delivered to
the other party at the address written above. Upon termination under this provision, the Consultant
shall be paid for services rendered and reimbursable expenses until the effective date of termination.
E. Method of Payment
The Consultant shall submit itemized invoices for services provided to the City on a monthly basis.
Monthly billable rates to be based on hourly rates, as identified in the RFP fee schedule for itemized
work performed by individual(s).
F. Audit Disclosure
The Consultant shall allow the City or its duly authorized agents reasonable access to the Consultant's
records as are pertinent to all services provided under this agreement. Any reports, information, data,
etc. given to, or prepared or assembled by the Consultant under this agreement which the City requests
to be kept confidential, shall not be made by the Consultant to any other person or party without the
City's prior written approval. All finished or unfinished documents, data, studies, surveys, drawings,
maps, models, photographs, and reports prepared by the Consultant shall become the property of the
City upon termination of this Agreement.
